The County is currently working with the California Governor's Office of Emergency Services (Cal OES) to pilot the California Wildfire Mitigation Program (CWMP), which will be funded, in part by a Federal Emergency Management Agency (FEMA) Hazard Mitigation Grant. The CWMP Home Hardening Initiative aims to perform defensible space and retrofit measures on existing residential homesites to mitigate against wildfire losses. The CWMP proposes to target one (1) project area that is located both within the city limits of Placerville and the unincorporated areas of El Dorado County: Weber Creek. Homeowners within the project area who apply to participate in the CWMP will receive a home assessment by County staff, designated grant program staff, and /or contractors, to identify the defensible space and retrofit measures which are recommended to increase protection against wildfires. The CWMP has a defined list of measures that may be taken on homesites. Not every home will receive all measures, but no homesite will have measures more extensive than those listed as eligible under the CWMP. More detailed information can be found here: online. The County is soliciting sealed Statements of Qualifications (SOQ) from highly experienced and qualified firms and construction managers (hereinafter referred to as "Respondent" or "firm") that will be responsible for overseeing and coordinating all home hardening retrofit and defensible space measures for the Weber Creek Grant Program at private residential homesites from start to finish, including verification of completion, ensuring that all work is in compliance with applicable grant program requirements, laws, regulations, schedules, and budgets, as further detailed in Section 2.0 below. The purpose of this Request for Qualifications (RFQ) is to establish a qualified list of Respondents who will be invited to participate in a second step, competitive Request for Proposals (RFP) process. The County makes no guarantee as to a minimum or maximum number of successful Respondents that will be named to the resulting Qualified List (hereinafter referred to as "QL"), which shall be valid for a maximum period of three (3) years from the date of award. Successful Respondents named to the QL will be asked to submit additional documentation in response to the RFP that the County will issue after completion of this RFQ. This RFQ includes a description of the scope of work, submittal requirements, and instructions for submitting your SOQ.
