The Virginia Department of Wildlife Resources (DWR) maintains roads, paths, boat ramps, parking lots, and other unimproved surfaces at many locations around the state. DWR is seeking to establish term contracts for the purchase of stone and gravel to be used for routine maintenance and new projects. DWR will from time-to-time issue purchase orders for stone to an awarded contractor under the prices and terms of the resulting contract(s). Contractor shall furnish and (in most cases; see below) deliver the stone to the site designated by the purchase order. All materials shall conform to the applicable standards set forth by the most recent edition of the Virginia Department of Transportation Road and Bridge Specication Book. Contractor shall supply the following types of stone: #1 stone #2 stone #3 stone #10 stone #21A / 21B stone #26 stone ( 3/4 " crusher run) #57 stone #357 stone Class A1 riprap Bidders shall submit a bid amount for every type of stone. Bids that omit one or more types of stone will be deemed non-responsive and will not be considered. The quantities listed in this Invitation for Bids are estimates only. DWR intends to place orders under the authority of resulting contract(s) but does not guarantee any minimum or maximum order, nor any number of orders, nor any specic period of ordering. Delivery of stone shall be made from one of the following three options selected by DWR in its sole determination for each purchase: 1. Pickup -- DWR sta will send one or more trucks to the contractor's site. Contractor shall load the stone into the trucks. 2. Deliver -- Contractor shall deliver the stone to DWR's designated delivery location and shall dump the stone into a pile as directed by DWR sta. 3. Deliver and tailgate spread -- Contractor shall deliver the stone to DWR's designated delivery location and shall tailgate spread the stone as directed by DWR staff. The Commonwealth will award localities on a line-item basis to the lowest responsive and responsible bidders, provided that the next lowest bidders are within 10% of the lowest bidder. All stone line-items will be awarded to each bidder who is awarded at least one locality. The Commonwealth also reserves the right to reject any or all bids, in whole or in part, to waive informalities and to delete items prior to making the award, whenever it is deemed in the sole opinion of the procuring public body to be in its best interest.
