The City of Elgin is seeking bids for right of way mowing Each bid must be accompanied by a bank cashier's check, bank draft, or certified check for not less than two thousand dollars ($2,000). The check or draft shall be made payable to the City of Elgin. The check or draft shall be forfeited in the event the successful bidder fails or refuses to enter into a contract within fifteen calendar days after his bid has been accepted.
