Purpose of Notice: To obtain a source list of interested/capable contractors to aid in market research, establishment of a method of procurement, basis for award, and or other procurement information useful to the Government's requirement. B. Project Title: Speelyi Shoreline Protection, Columbia Cascades Area Office (CCAO) C. Work is located on Cle Elum Reservoir, approximately 8 miles northwest of Cle Elum WA, in Kittias County. D. The Bureau of Reclamation (Reclamation) is conducting market research for work to be performed as part of this project for Speelyi Shoreline Protection. Work consists of constructing shoreline protection along the edge of the reservoir (i.e. see section J for principal components of work). E. Estimated period of performance: Government Fiscal Year 2025/2026 F. Estimated Order of Magnitude: Between $1,000,000 and $5,000,000 G. Estimated NAICS: 237990 Other Heavy and Civil Engineering Construction H. Estimated Size Standard: $45 Million I. Estimated Contract Type: Firm Fixed Price (FFP) Construction contract pursuant to FAR Part 36. J. Estimated Principal Components of work to be performed includes the following: 1. Clearing and grubbing for staging areas and slopes to receive riprap. 2. Removal and hauling of trees. 3. Construction of a temporary access road to the work area. 4. Toe trench excavation and reshaping hillside. 5. Installation of geotextile filter fabric and riprap. 6. Construction of a "perched beach" area. 7. Culvert installation and site grading. 8. Selective demolition of structures. 9. In-kind replacement of a fence. 10. Removal of the temporary access road upon completion. K. The intent of this notice is to identify potential interested offerors for the Speelyi Shoreline Protection, Columbia Cascades Area Office (CCAO) project. Reclamation is seeking qualified, experienced firm capable of providing the labor, equipment, and materials necessary to accomplish the Principal Components of Work identified above and as identified within the project specifications and drawings (specifications and drawings are not available at this time). Interested offerors are invited to submit the following information: 1. Statement of interest as a prime and/or subcontractor 2. Construction bonding level, aggregate and per contract 3. If your firm meets the definitions italicized per DIAR 1480.201 below, please clearly identify yourself as such in your response. Indian Economic Enterprise (IEE) means any business activity owned by one or more Indians or Federally Recognized Indian Tribes provided that: (1) The combined Indian or Federally Recognized Indian Tribe ownership of the enterprise constitutes not less than 51 percent; (2) The Indians or Federally Recognized Indian Tribes must, together, receive at least 51 percent of the earnings from the contract; and (3) The management and daily business operations of an enterprise must be controlled by one or more individuals who are Indians. The Indian individual(s) must possess requisite management or technical capabilities directly related to the primary industry in which the enterprise conducts business. Management may be provided by: (i) Committees, teams, or Boards of Directors which are controlled by one or more members of Tribe, or; (ii) Non-Tribal members if the enterprise can demonstrate that the Tribe can hire and fire those individuals, that it will retain control of all management decisions common to boards of directors, including strategic planning, budget approval, and the employment and compensation of officers, and that a written management development plan exists which shows how Tribal members will develop managerial skills sufficient to manage the enterprise or similar enterprises in the future. Indian Small Business Economic Enterprise (ISBEE) means an IEE that is also a small business concern established in accordance with the criteria and size standards of 13 CFR part 121. 6.
