No bids shall be received other than at the time and place herein designated for their receipt, unless mailed to the Township Clerk for receipt at the designated time and place. Written questions regarding the bid specifications may be submitted to the Bozena Lacina, Township Clerk, at 430 Park Avenue, Scotch Plains, New Jersey 07076 on or before February 19, 2025. A certified check, cashier's check or bid bond in the amount of ten per cent (10%) of the bid, but in no case in excess of twenty thousand dollars ($20,000), must be submitted with the bid guaranteeing that if a contract is awarded, the bidder shall execute the contract. The successful bidder shall be required to submit a Performance Bond in a sum equal to one hundred per cent (100%) of the full amount of the contract. Such Performance Bond must be furnished by the successful bidder simultaneously with the delivery of the executed contract. Bidders are required to submit one (1) original copy. Each bid shall be enclosed in a sealed opaque envelope addressed to the Township Clerk, bearing the name and address of the bidder, upon which shall be designated: "RECYCLING COLLECTION SERVICE 2025-2028" The Township reserves the right to reject any and all bids under the provisions of N.J.S.A. 40A:11-13.2.
