No bid shall be accepted from, or contracts awarded to, any person/company who is in arrears to the Town of Stratford upon debt, or contract or who has been within the prior five (5) years, a defaulter as surety or otherwise upon obligations to the Town of Stratford. 3. Submissions are to be submitted in a sealed envelope and clearly marked "BID #2025-20" on the outside of the envelope, including all outer packaging, such as, DHL, FedEx, UPS, etc. The Town of Stratford (Town) on behalf of its Department of Public Works (DPW) Parks Division is seeking competitive bids from qualified contractors with proven industry experience to provide all labor, materials and equipment, to supply and/or install new playground, recreation and park equipment, including related materials and services. Individual projects shall be quoted per an as-needed basis. This is a multi-award contract. Bidders are to submit catalog equipment description and prices under Exhibit A, Price Schedule. Refer to appended Excel Spreadsheet. Enter as many lines (rows) as necessary. Do not add, delete or modify column description titles. TERM / RENEWAL OF CONTRACT The Town intends to award a (12) month contract with four (4) one-year optional renewal terms. o On (60) days advance written notice, the Town may renew the 2025 contract per the same terms and conditions, including an agreed upon optional cost of living allowance (COLA) increase. o The option to renew each term shall be at the sole discretion of the Town of Stratford and mutually agreed upon between both parties. Response will be in the form of an addendum that will be posted approximately Thursday, 30th January, 2025 at the close of business to the Purchasing Department website. It is the responsibility of each bidder to retrieve addenda from the website. Any contact about this bid between a Bidder and any other Town official and/or department manager and/or Town of Stratford employee, other than as set forth above, may be grounds for disqualification of that Bidder. No questions or clarifications shall be answered by phone, in person or in any other manner than specified above. Addenda will not be mailed, e-mailed or faxed out. SCHEDULE Site access for each project will be coordinated with the Parks Superintendent (or approved designee) upon written notice to proceed. The Contractor will be issued with a purchase order prior to the commencement of any work. The Contractor shall be required to hold all prices for duration of the construction schedule. All work must be completed in a timely manner. BASIS OF AWARD o Compliance, such as, but not limited to, valid licenses, certification, permits, OSHA, etc., as required by federal, state and local law. o Industry experience and number of skilled employees available to service the contract. o Availability to install all new equipment including repair/service/warranty support for existing playscapes. o Geographical location for service center and support response time. o The Town of Stratford reserves the right to award the bid: a. to more than one bidder, based on meeting the scope of services and specifications, competitive cost, schedule and availability, or any combination of these criteria; b. to a single bidder who meets the specifications for all items and offers combination of competitive cost, scheduling and availability, and broadest range of services; c. Town may add or delete any site location or modify specifications as deemed in its best interest. o The Town reserves the right to utilize State Statute 7-148v(b) which provides that municipalities can purchase equipment, supplies, materials or services from certain entities, which entities have a contract with either, (1) a regional educational service center, or (2) a regional council of governments. The contract must be for the sale of such equipment, supplies, materials or services to other state governments, political subdivisions of the state (municipalities), nonprofits or public purchasing consortia.
