Renovation of a pre-engineered storage facility in Stratford, Connecticut. Completed plans call for the renovation of a pre-engineered storage facility.

NOTE: 1. Bidders are to complete all requested data in the upper right corner of this page and must return this page with their bid proposal. 2. No bid shall be accepted from, or contracts awarded to, any person/company who is in arrears to the Town of Stratford upon debt, or contract or who has been within the prior five (5) years, a defaulter as surety or otherwise upon obligations to the Town of Stratford. 3. Submissions are to be submitted in a sealed envelope and clearly marked "BID #2025-21" on the outside of the envelope, including all outer packaging, such as, DHL, FedEx, UPS, etc. The Town of Stratford ("Town") on behalf of its Parks Department is seeking competitive bids to furnish and deliver one (1) pre-engineered chemical storage locker per the following specifications. REQUESTS FOR INFORMATION (RFI) / ADDENDA Direct all requests in writing to: Town of Stratford, Purchasing Department Attention: Phillip Ryan, Purchasing Agent E-mail: PRyan@townofstratford.com NOTE: Verbal requests for information will NOT be accepted All requests must be received in writing prior to 12:00PM on Friday, 17 th January, 2025. Response will be in the form of an addendum that will be posted to the Town of Stratford, Purchasing Department website. It is the responsibility of each bidder to retrieve addenda from the website. Any contact about this bid between a Bidder and any other Town official and/or department manager and/or Town of Stratford employee, other than as set forth above, may be grounds for disqualification of that Bidder. No questions or clarifications shall be answered by phone, in person or in any other manner than specified above. Addenda will not be mailed, e-mailed or faxed out. REQUIREMENTS 1. All materials and equipment supplied shall be of current manufacture, code and compliance, and shall meet or exceed all specifications described herein. Any deviations must be indicated with the proposal response. 2. The awarded bidder must be an authorized dealer/distributor for all items supplied, and must provide proof of all applicable licensing and certification upon request. 3. The awarded bidder shall be responsible for all warranty on all items and materials supplied as part of this contract. 4. Provide the Town with minimum three (3) business and/or trade references for similar contracts. 5. Acceptance: The Town of Stratford will not accept receipt of any item(s) unless all specifications stated in the bid document have been accommodated and/or approved by written consent. The awarded bidder shall be required to correct any nonconforming issues, at no expense to the Town of Stratford. 6. Exceptions: Bidders are required to provide full details of any exceptions to the specifications, details must be submitted separately and attached to the Proposal Bid Form. 7. The Town of Stratford reserves the right to award the bid with multiple items: a) to more than one bidder, based on meeting the item(s) specification, cost, availability, or any combination of these criteria; b) to a single bidder who meets the specifications for all items, and offers the best combination of lowest cost, responsive schedule and broadest range of product/service; c) the Town may add or delete any item and/or adjust quantities as deemed in its best interest. 8. Bidders are required to submit design specifications (cut sheets, drawings, schematics) for the locker to be delivered and/or installed, prior to award of contract. 9. Upon award of bid the Town will issue a purchase order prior to requesting delivery/installation SCOPE OF WORK Supply, Deliver and Install One (1) Pre-Engineered Locker Onsite Location: Short Beach Golf Course, 1 Dorne Drive, Stratford, CT. Locker must be compliant with all Department of Energy & Environmental Protection (DEEP) regulations. Obtain CT DOT permits where and as required for the transportation and delivery of all equipment and to the site location. Provide protection of existing grounds, buildings and structures, including but not limited to, landscaped and grassed areas, athletic fields, paths and driveways. Contractor to restore any damaged areas at own expense. Bidder ("contractor") shall confirm with the Building Official all necessary design loads, such as, but not limited to, wind, snow, slab foundation, hurricane anchors, fire rating, etc. Building Permit requirements must be confirmed by the Contractor with the Stratford Building Official. Office of the Building Official website. Cost of Building Permit shall be waived by Town. SPECIFICATIONS (or Owner approved) o Exterior Dimensions: 19' x 10' x 9' o Interior Dimensions: 18' x 9' x 8' o Door Dimensions: 54" x 80" o Sump Capacity: 650 gallons o Drum Capacity: 30 (+/-) o Floor Load: 250 psf o Snow Load: 40 psf o Wind Load: 90 mph o Locker must be constructed of commercial grade steel material with wall and ceiling insultation to protect the interior from dust, rain, ice, snow, wind, and all outside elements. o Unit must be lockable, sealed and fully enclosed on all four sides including the roof and base. Locker Construction: Non-Combustible weatherproof construction with welded exterior 12-gauge steel panels and 10- gauge sump. Continuously welded sump sections. Roof/Ceiling: Non-Combustible weatherproof construction. Continuously welded 12-gauge steel roof permanently attached. Equipped with rain shield over door. Spill Containment Sump: Leak proof construction with 10-gauge steel to maintain structural support. Removable galvanized steel floor grating rated 500psf for heavy drum/pallet loads. Removable structural steel floor supports for clean-up access of spills within the sump. Locker Base: Open channel construction to allow for under-sump inspection. Include hold-down brackets for anchoring to site, including wind load requirements. Door: 54" x 80" dimensions with 3-point locking system, lockable, heavy duty 12-gauge steel construction. Interior release. Static Grounding System: Provide interior grounding lugs, one (1) exterior static grounding connection and one (1) galvanized steel grounding rod for prevention of explosive sparking hazards. Ventilation: Provide air flow vents in both high and low positions, with weatherproof galvanized steel frame and louvers to provide adequate air flow and draft. Provide interior screened openings to prevent pest entry. Building Finish: Interior and exterior surfaces shall be protected with a high-quality universal metal primer and a high solid acrylic alkyd enamel top coat to provide chemical resistance as well as exterior abrasion, corrosion, UV resistance, etc. Insulation: Ceiling and Walls. Color: Gray. Signage: Permanent D.O.T. metal flip placard with rust proof holder and clips. Include one (1) pressure sensitive NFPA 704 Hazard Rating sign on door. Electrical Panel & Lighting: Minimum requirement: UL Listed single phase, 3-wire 120/240-volt 100amp, 8-space load center including weatherproof enclosure. Include weatherproof LED light fixture(s) with sufficient illumination of interior. Heat/Cooling: UL Listed / 230/208-1 60 Hertz / Cooling 12 KBTU / Heating 10 KBTU Shelving: Adjustable Tier System / 12-Gauage Steel / Leakproof / 75lb Capacity (minimum) / Commercial Grade Identify options and dimensions in proposal. Ramp: Not Required - Bidders may submit design and price options for ramp access. NOTE: The above specifications are provided for reference purposes only. Details of proposed chemical storage locker, including dimensions, design and construction material, must be provided with the Bid Proposal. Please include design specifications including any necessary installation requirements to be approved by the Stratford Building Official.
