Reference Number 0000372174 Job Location: Town of Parker Reconstruction of French Creek Avenue from Red Rosa Circle to Motsenbocker Road. Work includes but is not limited to 8,300 square yards of concrete pavement removal; 2,600 cubic yards of unclassified Excavation; 2,600 cubic yards aggregate base course (Class 6); 2,700 tons of hot mix asphalt; 600 square yards of concrete curb ramp and 2,300 lineal feet of Type 2 gutter. In addition, there is also associated valve boxes and manhole adjustments, pavement markings and traffic control. Liquidated damages will be charged in accordance with Trade Contractor's Agreement, Article 4. Buyer Preferences, Guidelines & Requirements General Requirements - Bid Deposit Required - Insurance Required Bonding Requirements - Bid Bond 5 % - Performance Bond 100 % - Maintenance Bond 100 % - Payment Bond 100 % All bids must be accompanied by a Bid Bond in an amount of at least five percent (5%) of the Bid. The vendors can upload their bid bond when responding online. The bond will be retained by the Town as liquidated damages if the successful bidder refuses or fails to enter into a Contract and Performance, Payment and Maintenance bond in accordance with his bid when notified of the award. Bids may not be withdrawn for a period of forty-five ( 45) days after the time fixed for closing them. The Owner reserves the right to waive irregularities, to waive technical defects accordingly as the best interest of the Town may be served, may reject any and all bids, and shall award the contract to the lowest responsible bidder as determined by the Owner. Detour pavement for a temporary emergency access from Ventana Street to 17910 French Creek Avenue (The Church of Jesus Christ of Latter-Day Saints) shall be placed prior to the closure of French Creek Ave from Ventana Street, as show in the plans. This pavement shall remain in place at all times in which one of the two existing accesses from French Creek Avenue to the property at 17910, is closed from public use during construction. The existing landscape rock shall be removed and stockpiled for re-use after the detour pavement is removed. The area shall be prepared for and receive 6 inches of HMA. This work consists of the installation of bollards and a chain to facilitate accessto the 17910 French Creek Avenue property. This access is to be a temporary emergency access available to first responders during construction activities along French Creek Ave. in which phasing requires a closure of one existing access to the property. Multiple mobilizations are anticipated for several items including but not limited to grading, paving, striping, surveying and erosion control. Detailed information regarding mobilization for erosion control is specified in Revision of Section 208. No separate measurement and payment shall be made for mobilization(s) required for utility relocations and phasing required to complete the work. This Special Provision contains the Town's estimate for force account items included in the Contract. The estimated amounts will be added to the total bid to determine the Project Commitment Amount and the amount of the performance and payment bonds. Force Account work shall be performed as directed by the Engineer. F/A 01 Minor Contract Revisions - This work consists of minor work authorized and approved by the Engineer, which is not included in the Contract drawings or specifications, and is necessary to accomplish the scope of work of this Contract. F/A 02 Schedule Incentive/Disincentive - The project incentive is hereby tied to the planned phases 2, 3, 4, and 5; as shown in the plans. The completion of Phase 1 has a completion milestone of May 23, 2025. For the work on French Creek Avenue in Phase 2 through 5, the Contractor will be given 75 calendar days from the start of construction to completion. Phases 2 through 5 may not begin prior to May 27, 2025. Completion of construction will be defined as when all lanes are open to traffic in the final alignment, including temporary striping of the top mat. For final striping, the material will be epoxy pavement marking. The Town would prefer to wait 7 days after completion of the top mat of paving before applying the epoxy pavement marking. Pavement Marking Paint (Waterborne) will be acceptable to meet the incentive, with final epoxy pavement marking and crosswalks being applied later, no more than 10 calendar days after the completion of top mat of asphalt. For each calendar day prior to 75 days that the work is completed, the Contractor will receive $7,500 per day, for a maximum of 10 days. For each day after 75 calendar days, the Contractor will be assessed Liquidated Damages at a rate of $7,500 per day until the work is completed and accepted. The overall objective of the incentive is to have all lanes open for the start of the school year, scheduled for August 11 th , 2025. F/A 03 Landscape Restoration- This work is for damage and restoration to existing landscaping and irrigation as well as work associated with the detour pavement impacts to existing landscaping and irrigation. F/A 04 Erosion Control- This work will consist of installing and maintaining erosion control features not anticipated at bid time. The Scope of this work is to remove the existing concrete pavement section and replace it with a composite asphalt section between Red Rosa Circle and Motsenbocker Road. The composite asphalt replacement section on French Creek Avenue consists of 12" Aggregate Base Course, Class 6 (recycled concrete is acceptable), over geogrid. The asphalt section will be 6" Hot Mix Asphalt (HMA). The lift thicknesses will be 2" Grading SX, and 4" Grading S. The top 2 inches of HMA will not be placed until all phases are completed. To maintain two accesses to the property at 17910 French Creek Ave, a temporary emergency access from Ventana St will be provided for the duration of construction. This access will be provided for emergency response only, and not available for use to the general public. The general public will continue to access the property from the remaining open access from French Creek Ave. The Contractor shall coordinate timelines for all phases with the church of Jesus Christ of Latter-Day Saints, Daniel Chapman, 303-946-5484. To facilitate the work on French Creek Ave., there will be four phases followed by a final phase for placement of the top mat of asphalt on the entire project. All concrete work completed within Phase 1, shall be constructed to allow all remaining phases to tie in without removals of the newly placed concrete: The contractor must be aware of traffic due to Legacy Point Elementary School. Work is required to be scheduled to minimize the impacts to the school located at/near the French Creek Avenue and Red Rosa Circle intersection. Phase 1 The first phase will involve the replacement of identified sections of concrete pavement (8 inch), concrete sidewalk, concrete curb ramps, mountable curb and gutter, curb type 2 (section b), curb and gutter type 2 (section II-b), gutter type 2 (2 foot), and cross pan. Road closures shall not occur during this first phase. If the replacement of a cross pan or other concrete structure will require a side road closure, the replacement of that structure should be delayed to coincide with the phase that has identified a closure of that side road. Temporary short turn lane closures to accommodate construction shall not occur during morning school arrival times (prior to 9:15 AM), or afternoon pick up times (3:30 - 4:30 PM). Lane closures shall be controlled by flagging operations to maintain two-way traffic. The Contractor shall saw cut the lip of existing curb and gutter and remove concrete pavement outside of the sawcut (curb and gutter, sidewalk, etc.) in sections as to maintain pedestrian access through the work zone at all times. A temporary emergency access to the property at 17910 French Creek Ave. will be placed to allow for a second access to the property during later phases. Phase 2 - This phase cannot commence until Tuesday, May 27, 2025 The second phase will be the full depth removal of the concrete pavement and aggregate base course from Red Rosa Circle to between the northern entrances of the Church of Jesus Christ of Latter-Day Saints. A full road closure within these limits and approach roads will be required for the completion of the construction. The Contractor shall saw cut the lip of newly constructed and existing curb and gutter and remove concrete pavement within the saw cuts (travel lanes) within the defined construction limits. Asphalt pavement will be completed minus top mat before the next phase commences. Legacy Point Elementary School, 12736 Red Rosa Circle, access will remain from Red Rosa Circle. No vehicular access will be allowed from French Creek Avenue for the duration of this phase. The bus drop-off area along French Creek Ave. will be closed for the duration of this phase. The closure associated with this phase will commence the schedule incentive/disincentive calendar day count. Coordination shall occur with Legacy Point Elementary Principal, Beth Waufle, 303- 387-8725. Phase 3 - This phase cannot commence until phase 2 is complete The third phase will be the full depth removal of the concrete pavement and aggregate base course from between the northern entrances to the Church of Jesus Christ of Latter-Day Saints to Boggs Street. A full road closure within these limits and approach roads will be required for the completion of the construction. The Contractor shall saw cut the lip of newly constructed and existing curb and gutter and remove concrete pavement within the saw cuts (travel lanes) within the defined construction limits. Asphalt pavement will be completed minus top mat before the next phase commences. Asphalt pavement will be completed minus top mat before the next phase commences. Phase 4 - This phase cannot commence until phase 3 is complete The fourth will be the full depth removal of the concrete pavement and aggregate base course from Boggs Street to Motsenbocker Road. A full road closure within these limits and approach roads will be required for the completion of the construction. Lane closures of auxiliary lanes accessing French Creek Avenue will be closed. The Contractor shall saw cut the lip of newly constructed and existing curb and gutter and remove concrete pavement within the saw cuts (travel lanes) within the defined construction limits. Asphalt pavement will be completed minus top mat before the next phase commences. Phase 5 - This phase cannot commence until phase 4 is complete The fifth and final phase will be the placement of the top mat of asphalt with traffic control. A full closure is not allowed. Placement of the top mat with compliant pavement marking (less crosswalk) will conclude the schedule incentive/disincentive calendar day count. Epoxy pavement markings and crosswalk/symbols pavement markings will be completed following seven (7) calendar days of the completion of the top mat of asphalt.
