Site work and new construction of a mixed-use development in Tacoma, Washington. Working plans call for the construction of a educational facility; and for site work for a educational facility.

The Tacoma School District is requesting qualifications from firms interested in providing Design/Build (D/B) services related to the TPS Clean Buildings Phase 2 Bundle project. The alternate Public Works contracting procedure authorized in RCW 39.10.300 through 39.10.330 will be utilized for this project. This project will utilize the Progressive Design/Build delivery method. Firms with previous design/build experience or experience using a similar alternative construction delivery format are encouraged to apply. During the project, the Design/Builder will receive direction from designated representatives in the Tacoma Public Schools (TPS) Planning & Construction Office and will work collaboratively as a member of a team to achieve project objectives. In addition to staff from the TPS Planning and Construction Office, the TPS team may include representatives from other District departments, the Design/Build Consultant (Parametrix) and other TPS consultants. The District desires to assess their current facilities and implement measures to increase the energy efficiency and performance of multiple facilities throughout the District. The Work is being driven by the State of Washington Clean Buildings Act and the Clean Buildings Performance Standards (WAC 194-50). The Design-Builder will be tasked with a full range of design and construction services to achieve this goal. The successful Design-Builder will work closely and collaboratively with the District's Project Manager, Planning and Construction staff and Maintenance and Operations staff. The Design-Builder will also be required to work in conjunction with local utilities, Puget Sound Energy and Tacoma Power. When registering on the Bonfire website, follow instructions and use at least one or any combination of the following classification/commodity codes, as applicable for your firm: 906-10, 958-26, 906-38, 925-44, 909-21, 909-22, 909-24, 909-27, 909-31 and/or 912-38. The preliminary, combined design and construction budget (Owner's MACC) for the project is approximately $8,000,000. The selected Design-Builder will work closely and collaboratively with the District's Project Manager, Planning and Construction staff and Maintenance and Operations staff. The DesignBuilder will also be required to work in conjunction with local utilities, Puget Sound Energy and Tacoma Power. The PSE CSEM program already provides the District with the required Building Management Plans and the opportunity for three site walks at no charge. Energy Star Portfolio Manager is already established and has monthly utility uploads in place. Work of this Project will include, but is not limited to: as-builting existing conditions, energy auditing/reporting, design, construction/installation, and commissioning related to utility and energy conservation measures at multiple facilities across the District. It is anticipated that facilities included in this project may include, but not be limited to, District facilities that are between 90,000- 150,000sf in area and are listed as "Phase 2 Buildings" in Exhibit A to this RFQ. Depending on schedule and budget, the District reserves the right at their sole discretion to increase or decrease the scope, duration or value of the Work under the Contract issued as a result of this solicitation.
