General Description of Work Proposals are being requested to perform testing services for City of Kinston water service lines. Our system includes water meters that must be tested for material type to determine presence of lead materials and need for replacement. Waterline materials will need to be identified and grouped into one of the categories listed in the Specific Services section of this scope of work. The vendor selected to fulfill this proposal request will be tasked with identifying the material type of water services, both on the city owned portion and customer owned portion of the service line. The city will need a complete inventory of all requested water meters and their material type within a 90 day period beginning on the date established in a Notice to Proceed. Information gathered for this inventory will be used to fulfill the requirements of 40 CFR 141.84. Specific Services 1) Contractor shall provide a schedule showing proposed timeline and milestones necessary to performing all work within 90 days. 2) Contractor will be allowed to use the methods dictated below in order to determine water service line material: Visual inspection of service line material Excavation Each of these methods are detailed in Chapter 5: Service Line Investigation Methods of the attached pdf "Guidance for Developing and Maintaining a Service Line Inventory". Testing methods 3) Contractor will be responsible for providing a monthly progress update in which gathered information is in uniform digital format that can easily be transcribed to the LSLI Template excel sheet. 4) Vendor will be responsible for providing proper safety equipment, tools, vehicles and any other materials/equipment needed to perform the assigned duties, not otherwise mentioned in the Service Agreement. 5) All properties shall be left in a safe condition without damage to private property. 6) Contractor vehicles shall be clearly marked with company name and contact information. 7) Contractor personnel shall wear clothing (uniforms, shirts, hats, badges, etc.) clearly identifying who they work for and shall carry business cards that can be provided to customers if they have inquiries/complaints with contact information for the Vendor. 8) Contractor shall meet all applicable license/registration requirements to perform work within the State of North Carolina and shall maintain insurance as stipulated in this RFP. 9) Contractor shall adhere to all applicable labor regulations, safety standards and industry regulations for the work being performed. 10) Contractor shall complete all necessary documentation as required by the appropriate funding agency this includes, but is not limited to Davis-Bacon Requirements and MBE/WBE Compliance.
