The Federal Aviation Administration (FAA) Southwest Region is seeking competent and qualified Facilities Maintenance contractors to perform various services on a contract at the following eight (8) facilities in New Mexico and Texas: El Paso Air Traffic Control Tower, SSC and El Paso NAV/COM Amarillo System Support Center Albuquerque Enroute System Support Center Albuquerque NAV/COMM System Support Center Albuquerque Air Traffic Control Tower/Terminal Albuquerque Air Route Traffic Control Center located at 8000 Louisiana Blvd. NE, Albuquerque, NM 87109 FLG VOR Flagstaff AZ 86001 DRK VOR, 1855 Outer Loop Rd, Prescott AZ 86301 PRC RCAG, Mingus Mountain Arizona Responses will be used to develop the sources sought list to be used when the solicitation for this requirement is issued. The responses will be used to determine if there is adequate competition to set the requirement aside for 8(a) Small Businesses. This request is being issued in accordance with the FAA Acquisition Management System (AMS) Section 3.2.2.2 Below is a sample list of Landscaping/groundskeeping services to be provided at the above locations. 1. application of soil sterilization/contact killer chemicals. 2. Services must include cutting grass and edging. 3. Services must include fertilization and collection. 4. Services must include disposal of litter and trash. 5. Services must include vegetation cutting and removal 6. Services must include under-brushing, grassing, and sodding 7. Services must include leaf blowing/removal and weed removal. 8. Services must include tree and shrub pruning, tree and stump removal. 9. Services must include irrigation, ditch cleaning, and other miscellaneous services. 10. Handling, storage, and transfer of pesticide materials as required. 11. Use and maintenance of all required safety equipment. 12. Cultivation and Mulching of Shrubs, Hedges, and Flower Beds This list is only a small sampling of Groundskeeping services to be provided and is NOT all-encompassing. The contractor will be required to provide all labor, materials, supplies, and equipment (except Government furnished) to perform this work in accordance with the statement of work provided with the SIR and with all local, state, and federal laws. All interested vendors are advised that the FAA will not pay for any information or any administrative costs incurred that are associated with any response received from industry to this Sources Sought. Therefore, any costs associated with the vendor's submissions will be solely at the interested vendor's expense. Any information provided in response to this Sources Sought will be used for informational purposes only and will not be released. Any proprietary information submitted will be protected if appropriately marked. Vendor participation in any informational session is not a promise of future business with the FAA. The FAA is seeking competent and qualified Businesses interested in providing offers for this project. This is NOT a Screening Information Request (SIR) or Request for Proposal (RFP). Work will be done in an operational facility and the contractor shall comply with all procedures, rules and regulations of the facility authorities including limitations on equipment, allowable work hours, and other issues to ensure uninterrupted operations. All work shall be in accordance with the plans and specifications. 1. This project is set-aside to 8(a) Facilities Maintenance Contractors. 2. The North American Industry Classification System (NAICS) is 561730, Landscaping Services. The size standard is $9.5 million. 3. A HIGHLY ENCOURAGED site visit will be offered within the solicitation. The date, time, location, and point of contact will be provided with the solicitation package. 4. The contractor receiving award is expected to perform at least 25% of the work utilizing their own employees. The contract will be base and four option years. 5. Contractors must have an active registration in System Award Management (SAM) before award can be made. Contractors can register at www.sam.gov/. AN OFFEROR MUST MEET THE FOLLOWING GO/NO-GO CRITERIA IN ORDER TO RECEIVE A SOLICITATION PACKAGE: 1. Response submittals must include the following information: a) Name of company b) Address c) Phone and Fax number d) Point of contact e) Email address f) UEI number f) Business size status: 8(a) approval letter or certificate g) Verification of registrant on in the Acquisition Management System (SAM) and SBA website (sba.gov). h) Capabilities Statement 2. A financial capability letter from your financial institution. a. Name, email and telephone number of bank's point of contact b. Number of year's business has been conducted with each bank c. Types of open accounts (checking, loans, etc.) d. Balance of current accounts (the banks will provide a "range of figures" for this information, such as medium five-figures range) FAILURE TO SUBMIT ALL REQUIRED INFORMATION WILL DEEM THE REQUEST FOR SOLICITATION AS NONRESPONSIVE. No telephone requests will be accepted. The Method of Contractor Selection has not been determined at this Time.
