High Speed Rail Consultant The City assumes no responsibility for non-receipt of submittal packages due to any delay including, but not limited to, carrier delay. It is the Proposer's responsibility to meet the deadline stated above. Submittals that do not contain the required number of copies and all of the information requested in this RFQ/RFP may be considered non-responsive and rejected without evaluation. Submittals received after the deadline or at the wrong location may be considered non-responsive. Fax or e-mail copies will not be accepted. All submittals become the property of the City of Bakersfield and will not be returned. Scope of Services The City of Bakersfield ("City") is seeking qualified engineering firms to provide engineering design review, plan check, and engineering inspection services for infrastructure affected by the high speed-rail project. To construct the HSR corridor on the proposed track alignment, numerous City facilities will have to be relocated or modified. These facilities include: traffic signal modifications, street lighting, sewer, water, street reconstruction or realignments, striping, bridge structures, curbs, gutters, and sidewalks. Throughout this RFQ/P, the term "City" applies to the City of Bakersfield. This Project is Federally funded, and Federal regulations will apply. The method of Contractor Selection has not been Determined at this time.
