The Richmond Redevelopment and Housing Authority is making available project based vouchers (PBV) to support the preservation or creation of affordable housing in the Richmond metropolitan area. PBVs may be awarded for new construction substantial rehabilitation or existing units for which a competitive award was made in the last three years. The Richmond Redevelopment and Housing Authority (RRHA) administers Federal Housing Choice Vouchers designed to enhance the affordability of rental housing for low-income persons and families within RRHA's area of operation. Under Federal law and promulgated regulations, local Public Housing Authorities may project-base up to 20%-30% of their voucher funding for projects meeting program guidelines. In the past, RRHA has set aside a portion of its vouchers for use as Project Based Vouchers (PBVs), and with this RFP plans to continue this practice. RRHA will commit in this round up to 75 vouchers of its Housing Choice Vouchers (HCVs) tenant-based vouchers to various developers submitting successful proposals that not only provide replacement housing options for the public housing revitalization of Mosby Court South but other properties undergoing rehabilitation or for the creation of newly developed properties. Priority for assistance under this program will be given to projects serving households and individuals seeking to relocate from RRHA properties being redeveloped under U.S. Department of Housing and Urban Development (HUD) programs.
