Site work and paving for a road / highway in Ottawa, Ontario. Completed plans call for site work for a road / highway; and for paving for a road / highway.
Heron Road Asphalt Renewal. Soil sampling and excess soil quality analysis has not been conducted for the work sites. The Contractor is required to undertake soil sampling and testing for this contract to confirm soil quality and meet Receiver Site requirements. The Contractor shall provide the Contract Administrator with 5 days' notice prior to initiating the investigations. Investigation work shall be carried out using appropriate traffic and pedestrian control, as required, to ensure the safety of workers and the public. The Contractor may elect to carry out in-situ soil sampling from test pits or drill holes advanced at each work site prior to construction or to conduct sampling from within the excavations advanced during construction or from within temporary stockpiles after construction. If investigation work is carried out in advance of construction, the site shall be reinstated to the satisfaction of the Contract Administrator upon completion of the investigation work. The sampling frequency shall be determined by the Contractor's QP-C based on the anticipated excess soil volumes to be generated at the site. A minimum of three representative samples shall be obtained. Soil samples shall be collected by the Contractor's QP-C in accordance with the Soil Rules and Guidance on Sampling and Analytical Methods for Use at Contaminated Sites in Ontario prepared by the Ministry of Environment and Energy in 1996. Sampling of the native clay soils is not required, as this soil has already been characterized. Refer to Soil Quality Report dated August 2024 by Gemtec Ltd. Soil samples shall be tested at an accredited analytical laboratory and analyzed for the minimum parameters for beneficial reuse as outlined in the Soil Rules. Testing for any additional Contaminants of Potential Environmental Concern at each site shall be included based on the QP-C's review of the information provided by the City in the Historic Land Use Inventory. Testing at each site shall include any waste classification or leachate testing of excess soil required to meet MECP licensed landfill entry requirements. At the time of tendering, the Tenderer shall submit, with its Tender, a deposit in the form of an electronic bid bond from the Tenderers surety in favour of the City of Ottawa. The amount of the Tender deposit shall equal at least ten percent (10%) of the Total Tender Price.
