2025 Water Distribution System Project The Project will be constructed in one contract division defined and outlined as follows: 2025 WATER DISTRIBUTION SYSTEM Project includes construction of new and replacement water mains as follows: Approximately 1,065 L.F.+ of 4" water main, 580 L.F. + of 6" water main and 4,330 L.F. + of 8" water main, along with valves, hydrants, connections to existing water mains, and replacement of service lines from the new water main to existing water meter. The project includes two new connections with Brown County Water Utility to provide new water supply to the Town of Morgantown. Four (4) existing water supply wells are required to be sealed and abandoned, and the existing water treatment plant facilities shall be demolished. Project shall include erosion control, landscape restoration, pavement repair, demolition, disposal, maintenance of traffic, site restoration, cleanup and incidental work to complete the project. The work to be performed and the bid to be submitted shall include sufficient and proper sums for all general construction, mechanical installation, labor, materials, permits, licenses, insurance, and so forth incidental to and required for the construction of the Project. All Contractors or Sub-Contractors awarded work in excess of $300,000 must be on the Indiana Department of Administration Indiana Public Works Certification Board pre-qualified list, as noted in Information for Bidders Part 1.12.C. Each bid shall be accompanied by a certified check or acceptable bidder's bond made payable to the Owner, in a sum of not less than five percent (5%) of the total amount of the highest aggregate bid, which check or bond will be held by the Owner as assurance that the bidder, whose bid is accepted, will enter into a binding contract with the Owner within ten (10) days of notification of award. Each bid must include a copy of the Bidder's Employee Drug Testing, as required by and in compliance with Indiana Code Sections 36-1-12-24 & 4-13-8-5. (A DRUG FREE WORKPLACE CERTIFICATION WILL NOT BE ACCEPTABLE. THE EMPLOYEE DRUG TESTING PROGRAM MUST STRICTLY COMPLY WITH ALL STATUTORY REQUIREMENTS.) Prior to the execution of a contract the awarded bidder shall submit to the Owner one hundred percent (100%) performance and payment bonds guaranteeing complete and faithful performance of the work, issued by a surety acceptable to the Owner. All performance bonds must remain in force for at least one (1) year after issuance of the Certificate of Substantial Completion. Actual construction of the Project shall begin as soon as practicable, and each bidder shall be prepared to enter promptly into a construction contract, furnish a performance and payment bond, and begin work without delay if awarded the contract. No bidder may withdraw any bid within a period of ninety (90) days following the date set for receiving bids. The Owner reserves the right to reject any and all bids, to reject bids that do not meet the qualifications outlined in this Notice or in the bidding documents and to waive any formalities or irregularities in the bidding process or in any bid. The Owner further reserves the right to reject all bids upon determining, in the Owner's sole discretion, based on the bids received, that the projected cost of the Project is too high. The Owner reserves the right to hold any or all bids or proposals for a period of not more than ninety (90) days and all bids shall remain in full force and effect during said period. A conditional or qualified bid will not be accepted. This Project will be funded by the Indiana Finance Authority, State Revolving Fund Loan Program and the Indiana Office of Community and Rural Affairs. The Project shall comply with the requirements of the Federal Davis-Bacon Act. The Davis-Bacon Wage Scale shall be included in the contract documents. Wage rates on the project shall not be less than the federal wage scale published by the U.S. Department of Labor. . The Project will be subject to the Build America, Buy America Requirements which mandate that all iron and steel, manufactured products, and construction materials used in a federal project must be produced in the United States, unless a waiver of the requirements is approved. Projects must also comply with all terms of 2 CFR 200.216, prohibition on certain telecommunication and video surveillance services or equipment. . The State of Indiana, Office of Community and Rural Affairs, has adopted a state goal of 10% participation for minority and women owned businesses and 3% participation of veteran owned businesses for construction related or purchase related contracts for the Project. Work to be performed shall be in accordance with drawings and specifications prepared by Curry & Associates, Inc., now part of Fleis & VandenBrink, 110 Commerce Drive, Danville, IN 46122 (Telephone 317-745-6995; Fax 317-745- 6985).
