The City of West Des Moines (City) is soliciting through the RFQ process, statements of qualifications for Construction Manager at Risk (CMaR) services to provide pre-construction and construction services for a proposed expansion to MidAmerican Energy Company Rec Plex consisting of an approximately 96,000 square foot addition which shall include a third sheet or ice and support spaces, concluding with supervision/construction services to implement the approved project scope. The request invites qualified firms to submit an SOQ for accomplishment of the items of work described below under the Project Description and Scope of Work. After evaluation of the RFQ process, the City will release a Request for Proposals (RFP) to qualified firms. After the City selects the successful proposer, the City will negotiate a contract with the successful proposer. Pricing, phasing, and constructability reviews for MidAmerican Energy Rec Plex Expansion as noted in Description of Project 2. Pre-construction services, including construction estimating, BIM Clash detection reports, 4D scheduling models and bidding services 3. Construction Manager of approved scope of work 4. Solicitation of subcontractors pursuant to Iowa Code 26A 5. Other pertinent information and required services to complete work The City of West Des Moines constructed the MidAmerican Energy Company Rec Plex, a 300,000 square foot recreation facility, in 2020. The facility has a field house with artificial turf and court space, two sheets of ice, meeting and amenity spaces, facility support spaces, and outdoor turf fields. The MidAmerican Energy Company Rec Plex is home to five high school hockey teams and other ice users. Due to additional demand for ice time by new users, this project will add a third sheet of ice, and support spaces. The proposed addition (See Exhibit A) to the east side of the existing facility has a proposed construction budget of $36,000,000 based on current programming and is approximately 96,000 square feet and includes a new 85 x 200 sheet of ice with associated mechanical spaces, support spaces and locker rooms, concessions and spectator viewing for approximately 3,000. Included in this project is the renovation of the existing e-sports space into a grab and go concession area. Site work is limited to spaces directly adjacent to the scope of work.
