Site work, paving and renovation of a civil project in Marshall, Wisconsin. Completed plans call for site work for a road / highway; for paving for a road / highway; water / sewer project; and for the renovation of a water / sewer project.

Site Directions: Contact Village Office Description of Work: The Project consists of two (2) contracts and an alternate. Contract #1 - WWTF Construction includes: demolition of existing structure, Proposed Control and Headworks Building, mechanical screen, aeration blowers, generator, septic tanks, lagoon improvements, electrical, controls, process piping, aeration piping, and seepage cell improvements. Contract #2 - Sanitary Sewer Construction includes: sanitary force main, water main, and street patching on Tamarack Street, Mill Street, and Lagoon Lane. Alternate 'A' - Lift Station Construction includes: demolition of existing lift station, proposed duplex lift station, electrical, controls, portable generator, and sanitary sewer. Bids shall be on a lump sum and unit price basis, with additive alternate bid items as indicated in the Bid Form. A pre-bid conference will not be conducted, and bidders will not need to be prequalified. Additional Conditions: The letting of the work described herein is subject to the provisions of Sections 61.54, 62.15, 66.0901, and 66.0903(1m) of the Wisconsin Statutes. Contract #1 - WWTF Construction is funded in part by a Community Development Block Grant for Public Facilities (CDBG-PF) from the Wisconsin Department of Administration using federal CDBG funds. Conformance with the Build America, Buy America (BABA) Act requirements is required. Contract #1 - WWTF Construction, Contract #2 - Sanitary Sewer Construction, and Alternate 'A' - Lift Station Construction are funded in part with funds from the Wisconsin Department of Natural Resources Clean Water Fund Program (CWFP). Conformance with the American Iron & Steel (A.I.S.) requirements is required. The Village encourages Minority-owned Business Enterprises (MBE's), Women's Business Enterprises (WBE's), Disadvantaged Business Enterprises (DBE's), and Small Businesses in Rural Areas (SBRA's) to submit bids. A municipality, in awarding prime contracts, and primary contractor, in awarding subcontractors, are required to make a good faith effort to achieve a combined minimum goal of participation for MBE/WBE utilization in accordance with s.NR 162.09(3), Wis. Admin. Code. If a subcontractor awards subcontracts, these requirements shall apply to the subcontractor. Bidding Documents are available to Prospective Bidders NOW. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:00 a.m. and 4:30 p.m. CST. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. Consideration of Bids: No proposal will be accepted unless accompanied by a certified check, bank money order, or bid bond equal to at least five percent (5%) of the amount bid, payable to the OWNER as a guarantee that, if the bid is accepted, the Bidder will execute and file the proper contract and bond within 15 days after the award of the contract. The certified check or bid bond will be returned to the Bidder as soon as the contract is signed. If after 15 days the Bidder shall fail to do so, the certified check or bid bond shall be forfeited to the OWNER as liquidated damages. BIDDER is required to deliver the original certified check, bank money order, or bid bond within 72 hours of bid opening to Delta 3 Engineering, Inc., Attn: Ms. Jamie Marcue, 875 S. Chestnut Street, Platteville, Wisconsin 53818. Bids may not be withdrawn within 90 days after the date of the bid opening. The OWNER reserves the right to increase or decrease the quantity of any item or portion of the work, or to omit portions of the work, as may be deemed necessary by the OWNER, and the same shall in no way affect or make void the contract, except that additions to, or deductions from, the contract price will be appropriately made. The OWNER reserves the right to waive any informalities, or to reject any or all bids, or any part of a bid, and to award the Contract to the Bidder, who in the judgment of the OWNER, will best serve the interest of the OWNER. Description of Work to be completed: Wastewater Treatment Facility Improvements.
