Reference Number 0000374241 The Colorado River Headwaters Connectivity Project, also known as the Colorado River Connectivity Channel or (CRCC) is located within the Windy Gap Watershed in Grand County, Colorado. The purpose of the Project is to provide watershed protection to the Windy Gap Watershed through ecosystem restoration measures. To measure success of the ecological enhancements, The Enterprise is required to conduct monitoring for at least 5 years or until the specified performance standards are satisfied. Project Overview Windy Gap Reservoir is located on the Colorado River at the confluence with the Fraser River in Grand County, Colorado (Lat: 40.104334, Long: -105.982187). The facility is owned and operated by the Subdistrict. The primary purpose of the facility is to divert and pump water to Lake Granby where it is stored for delivery through the Colorado-Big Thompson facilities to Subdistrict water users on the Front Range. Docusign Envelope ID: 494CB057-C90D-41CF-8345-4417374D42E7 4 Colorado River Connectivity Channel Monitoring and Adaptive Management Plan, Rev. 05-28-2024 The Colorado River Connectivity Channel (CRCC) Project created a new channel around Windy Gap Reservoir, reconnecting the Colorado River upstream and downstream of the reservoir while simultaneously preserving water storage for the Subdistrict's water supply. The Project also involves modifying the Fraser River flow measurement weir located upstream of Windy Gap Reservoir to allow for fish passage. The CRCC Project will provide recreational opportunities through public fishing access. The CRCC Project is one of three restoration efforts taking place in Grand County as part of the Colorado River Headwaters Project (Headwaters Project). The Headwaters Project is a collaborative effort to collectively restore fish and wildlife habitat and improve water quality on a regional scale. This monitoring plan is intended to supplement the Headwaters Project Monitoring Plan (CPW 2018), Learning by Doing's annual Aquatic Resource Monitoring Plan, and the Clean Water Act Section 404 Nationwide Permit 27 - Aquatic Habitat Restoration, Enhancement, and Establishment Activities Monitoring Program. The Partners recognize that Learning By Doing (LBD) also does extensive monitoring of the Colorado River within Grand County; to the extent LBD data can inform success of CRCC in meeting its purpose, goals, and objectives, said data can also be considered as a part of the M&AM. The plan relies in part on information developed through the NRCS Watershed Plan and Environmental Assessment (2022) that was completed in accordance with the National Environmental Policy Act (NEPA). This Plan has been developed as a conceptual approach. The specific location of the CRCC Project vegetation transects, riffle cross-sections, pool cross sections, biological monitoring sites, and other field measurements will be identified based on as-built site conditions. "Colorado River Connectivity Channel (CRCC) Project" includes the following elements: o A relocated southern dam embankment of Windy Gap Reservoir to accommodate diversion of the Colorado River. o A new upstream river diversion structure to provide functionality to direct and split streamflow into the connectivity channel and/or into Windy Gap Reservoir depending on operational and pumping demands. o A Fish Passage Bypass Gate and Fishway (Fishway) that, when open, provides a fishway to allow upstream passage out of the reservoir. o An overflow spillway to pass river flows into the reservoir for floods in excess of the five-year frequency flood event.
