This RFP is being issued by the Town of Berthoud, Colorado. The goal is to solicit proposals from qualified consultants to conduct a Utility Rates and Development Impact Fees Study ("Project"). The primary goals of the Project are: Development of new Town utility rates and fees to ensure long-term operational sustainability of the Town's water, wastewater, and storm water utilities. Development of new Town utility impact fees for water, wastewater, and storm water utilities to ensure the Town's ability to execute needed capital projects identified in its most recent Master Plans. Development of new Town non-utility impact fees to ensure the Town's ability to execute needed capital projects in support of its adopted non-utility master plans and other needs identified by the Town. The Town's current non-utility development impact fees are: public facilities, parks development, park land and open space acquisition, and roads. Complete the Impact Fee portion of the analysis December 10, 2024. Complete the Rate Study portion of the analysis by June 1, 2025. It is expected that the selected firm will provide a scope of services that will accomplish the primary goals of the Project. Each proposal shall include a detailed explanation of the proposed scope, based upon experience of the firm and best practices in municipal financial management. The Town believes that the scope of services will generally include the following list of work items, among others identified by the consultant: A kickoff meeting with Town staff to confirm project priorities and timeline, to confirm understanding of the master plans and their impacts on rates and fees, and other items as needed. An outline of possible methodologies to establish rates and fees for staff review and feedback. A kickoff presentation to the Town Board to receive confirmation on priorities and methodologies. A review of existing Master Plan documents, including the Town's comprehensive plan. Evaluation of current growth projections, locally and regionally. Evaluation of rates and fees charged by other jurisdictions in the region. Development and presentation of a comprehensive rate and fee study report. A presentation to the Town Board to receive comments and feedback on the draft report. The Town also reserves the right to select any consultant that it believes can perform the work, in its sole discretion, regardless of fee estimate.
