Water Main Replacement, Reconstruction, and Resurfacing in BURTON STREET from 120' East of Division Avenue to Giddings Avenue, This work consists of water main and lead service replacement, road reconstruction and resurfacing, sidewalk repairs, traffic signal improvements, minor storm improvement and ADA upgrades. Estimated value - $9,288,630.00 The City's Mission Statement and Sustainability Vision Statement, defines the purpose of the Equal Business Opportunity (EBO) - Construction Policy and Administrative Guidelines (1) provide equitable access to do business with the City; (2) encourage involvement in the City's Sustainability vision; and (3) enhance the growth, development and participation of small and emerging businesses to perform on City construction contracts. The successful bidder for the above project may not discriminate against any employee orjob applicant in any matter related to employment because of actual or perceived color, race, religion or creed, sex, gender identity or expression, sexual orientation, national origin, genotype, age, marital status, familial status, medical condition, disability, height, weight, or source of lawful income and the successful bidder will be required to insert that provision in all subcontracts relating to the project. The successful bidder will be required to have a policy regarding Drug Free Workplace and certify to the City that this policy is in place. The successful Bidder (and specific subcontractors) will be required to sign Certification Regarding Debarment, Suspension and other Responsibility matters Affidavit; to comply with Title VI of the Civil Rights Act of 1964, Executive Order 11246 of September 24, 1965, as amended, and to comply with the Davis-Bacon Act, the Copeland (Anti-Kickback) Act, and the Contract Work Hours and Safety Standards Act, as well as the Disadvantaged Business Enterprise Program as is indicated in the Contract Documents. Any contract awarded under this Invitation to Bid is expected to be funded in part by a grant from the Department of Environmental Quality/Drinking Water Revolving Fund (DWRF). Neither the United States Government, the State of Michigan, nor any of their departments, agencies, or employees is or will be a party to this Invitation to Bid or any resulting contract. A certified check or bid bond for a sum not less than five percent (5%) of the amount of the Bid will be required with each bid. No bid may be withdrawn for a period of 45 calendar days after the date and time for receiving bids. The City reserves the right to accept or reject any and all Bids; to reject the Bid of a Bidder who is not, in the opinion of the Engineer or City, in a position to perform the contract; to waive informalities, irregularities and technicalities; to reject any and all non-conforming, non-responsive, unbalanced [unreasonable unit price(s)] or conditional Bids; or to advertise for new Bids. The City also reserves the right to award the Contract in the City's best interest, and therefore, may select a Bidder other than the lowest. Question Deadline 02/20/2025
