Landfill No. 3, Phase 1 Construction and Landfill No. 2, Phase 2, Final Cover Construction Question Cutt-off Date & Time 2/17/2025 05:00:00 PM (ET). The work includes the furnishing of all labor, material and equipment necessary or required to complete all work set forth in these Specifications and shown on the Plans. The major items for construction include, but are not limited to: 1. Site clearing; soil erosion and sediment control improvements, and staging area construction. 2. Dense graded aggregate including stabilization fabric for proposed haul routes. 3. Excavation of Pleistocene surficial soil and Woodbury Clay. 4. 10.9-acre landfill construction with subgrade preparation, secondary GCL, textured 60 mil HDPE secondary geomembrane, double sided biplanar drainage composite, primary GCL, textured 60 mil HDPE primary geomembrane, tri-planar drainage composite, leachate drainage sand layer and leachate collection pipe. 5. Methane gas monitoring wells. 6. Storm drainage improvements with concrete headwalls, 48" reinforced concrete pipe, outlet control structures, riprap, and clay berm construction. 7. Leachate extraction system complete with pumps force mains, electric controls, cabinets, concrete pads, pump station buildings, sumps, and other related piping, valves, and appurtenances. 8. Electrical work, water main construction, and sanitary sewer construction. 9. Landfill gas collection and control system expansion. 10. Landfill final cover construction including subgrade preparation, Pleistocene layer, textured 40 mil HDPE geomembrane, double sided geonet composite, sand drainage layer geotextile, topsoil layer and drainage diversion berms. Bids must be made on the standard Proposal form in the manner designated therein and must be accompanied by Certified Check, Bid Bond or Cashier's Check drawn to the order of the Burlington County Board of Commissioners for ten percent (10%) of the total amount bid, provided said security need not be more than $20,000.00. All bid guarantees shall be accompanied by an executed consent from an approved surety company, licensed to conduct business in the State of New Jersey, agreeing to furnish the required Performance and Maintenance Bond upon the award of contract. All bid guarantees shall be accompanied by an executed consent from an acceptable surety company, agreeing to furnish the required Performance, Payment and Maintenance Bonds upon the award of Contract. An acceptable surety company shall be one conforming to the requirements detailed in the General Conditions. CONTRACTS AND BONDS. The bidder to whom award is made shall, within ten (10) days of his notice of award, execute the Contract Documents and furnish a Performance Bond in an amount equal to the full amount of the Contract. The Bond must be drawn by an acceptable surety company as described in Paragraph 4, above, and be in the form of a combination Performance and two (2) year Maintenance Bond in the full amount of the contract and must be executed on the forms provided in these documents. REJECTION OF BIDS In accordance with applicable law the OWNER reserves the right to reject any and all bids when such rejection is in the interest of the OWNER; to reject the bid of a bidder who has previously failed to perform properly or complete on time contracts of a similar nature pursuant to N.J.S.A 40A:11-4; and to reject the bid of a bidder who is not, in the opinion of the ENGINEER, in a position to perform the contract.
