PCWA is seeking statements of qualifications ("SOQs") from organizations that have experience in deploying wood waste to electricity technology and are interested in developing a commercial scale facility at the location described in this RFQ. PCWA is open to considering different technologies, including direct combustion, gasification, or other technologies, and projects that produce commercial products in addition to electricity such as hydrogen, biofuels, biochar, carbon capture, etc. Placer County Water Agency (PCWA) is issuing this Request for Qualifications from organizations that are interested in the development of a wood waste to energy facility at the site of PCWA's Ophir Water Treatment and Pumping Station, located at 10715 Ophir Rd., Auburn, CA 95603. The primary purpose of this RFQ is to provide an opportunity for PCWA to evaluate the qualifications of Respondents in order to select a short list of technologies, business propositions and development teams for further discussions. PCWA anticipates requesting interviews of Respondents whose qualifications best meet PCWA's objectives. In the RFQ: o Respondents are asked to provide their basic project concept to address PCWA's objectives and requirements; o Respondents are asked to provide the qualifications of the Respondent with regards to their ability to provide the experience, capacity and financial resources necessary to successfully undertake and execute the project; o Respondents are asked to provide an overview of the business (financial) model for the partnership between the successful Respondent and PCWA. Potential Phase II PCWA may choose to conduct an RFP process in which short-listed development teams will be requested to submit fully developed project concepts for all components of the project during a second phase of discussions. Alternatively, if PCWA determines that there is a 'best fit' between PCWA's needs and the technology and business proposal of a particular Respondent, a second phase may not be necessary. PCWA will provide potential respondents with an opportunity to tour the site with PCWA personnel. The tour is not mandatory. Questions posed by potential RFQ respondents will be noted and responses will be provided to all respondents. Please contact dyork@pcwa.net to set up a tour. Inquiries from Respondents on the contents and requirements of the RFQ will be accepted in written form only; if there are sufficient inquiries PCWA will convene a Q & A session open to all potential Respondents. Inquiries shall be submitted to dyork@pcwa.com with a copy to tjohnson@trjllc.com. The deadline for inquiries is February 14, 2025 5:00 PM Pacific Time, after which time no further inquiries will be addressed. Substantive requests for information received may be responded to in writing by PCWA in the form of an addendum to this RFQ and sent to all recipients of the RFQ. This Request for Qualifications does not commit PCWA to entering into a contract, to paying any costs incurred in the preparation of the Statement of Qualifications or future Proposal, or to procuring or contracting for services. PCWA reserves the right to cancel in whole or in part this RFQ, to reject any and all submittals, to identify the responding entities it considers most favorable to PCWA's interest in its sole discretion, and to waive irregularities or informalities in any submittals or in the selection procedures. PCWA further reserves the right to reject all submittals and issue a new RFQ or RFP at its sole discretion. In addition, the submittal and other materials provided to PCWA in relation to this RFQ will become the property of PCWA. The method of Contractor Selection has not been Determined at this time.
