The WCFCZD in conjunction with Whatcom County, herein after referred to jointly as 'Whatcom County', in accordance with Title VI of the Civil Rights Act of 1964, (42 U.S.C. 2000d et seq.) and Title 2 Code of Federal Regulations Part 200.321(b) (l)-(5), hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, small and minority businesses, women's business enterprises, and labor surplus area firms as defined at 2 CFR, will be afforded full opportunity to submit bids m response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award. There is an apprenticeship utilization minimum requirement of 15% of total labor hours for this contract.
