The Marin Housing Authority (MHA) is a public entity responsible for providing safe and affordable public housing for low- to moderate-income residents. MHA manages properties, housing programs, and housing partnerships in Marin County, California. General Description of Services. The contractor shall furnish all labor, materials, tools, equipment, and supervision necessary to perform the following services: I. Preventative Maintenance Services Conduct scheduled inspections and maintenance of HVAC systems, including but not limited to: Air handling units (AHUs) Packaged HVAC units Split systems Boilers and furnaces Heat pumps Exhaust fans Thermostats and control systems Clean and replace filters, belts, and other consumable parts. Lubricate motors, bearings, and moving parts as required. Test system performance and efficiency. Identify and report potential issues before failure occurs. II. Routine and Emergency Repairs Diagnose and repair system malfunctions, including but not limited to: Electrical and mechanical failures Refrigerant leaks Compressor and fan motor issues Thermostat malfunctions Ductwork leaks and blockages Provide on-call emergency repair services 24/7 within a specified response time. Replace worn-out or defective HVAC components with industry-standard parts. Verify operational efficiency post-repair. III. System Replacement and Installation Perform full system replacements as needed, including removal and proper disposal of old units. Install new HVAC systems per MHA requirements, ensuring compliance with all applicable codes and regulations. Provide detailed installation reports, including equipment specifications, manufacturer warranties, and service recommendations. Perform system testing and commissioning post-installation. Currently, MHA owns, partners and/or manages ten developments of United States Department of Housing and Urban Development (HUD) public housing, 100 Tax Credit Units, and over 3,200 Section 8 Tenant Housing Vouchers. MHA has two offices and approximately 54 employees. MHA invites qualified, licensed, and insured entities to submit proposals for providing the On-Call HVAC Services. If you submit a proposal, please make sure it conforms with the requirements/ specifications outlined in this document and attachments. MHA plans to initially award a contract for the period of two (2) years, with the option, at MHA's discretion, up to three (3) additional one-year option periods. The total maximum contract period will be five (5) years. After five (5) years, MHA will issue another IFB per HUD guidelines. The contractor will be welcome to bid on that IFB, as long as they haven't been otherwise disqualified or barred from bidding normally. MHA seeks the most responsive and responsible vendor(s) with the lowest bid committed to providing the best service(s). All work must be performed according to industry standards and to MHA's requirements and satisfaction. Reservation of Rights To maintain control over the procurement process, MHA reserves/may exercise the following right(s): RIGHT TO REJECT or WAIVE BIDS, or to TERMINATE THIS IFB MHA may reject any or all bids, waive any formality, or terminate the IFB process at any time. MHA may reject any bids that fail to meet the requirements of this IFB, including but not limited to bids that are incomplete or that offer alternate or non-requested services. The reading will include the company name of the bidder(s) and the total calculated costs proposed. At the bid opening MHA will only disclose the company name of each bidder and the calculated total amount bid. A copy of the bid tabulation and recorded Zoom will be made available to each member of the public attending the opening and to anyone who requests afterwards. The bids will not be made available for inspection by anyone at this time; MHA will, at a later time, review all bids in detail and within 5 days, will notify all bidders of any bidder that is, as a result of the more detailed inspection of bids submitted, ruled to be non-responsive or not-responsible (please remember, as detailed within Section 8(d) of form HUD-5369 and Section 7(b)(3) of form HUD-5369-B, MHA reserves the right to, as determined by MHA, "waive informalities and minor irregularities" as to the offers received).
