The Marin Housing Authority (MHA) is a public entity responsible for providing safe and affordable public housing for low- to moderate-income residents. MHA manages properties, housing programs, and housing partnerships in Marin County, California. Currently, MHA owns, partners and/or manages ten developments of United States Department of Housing and Urban Development (HUD) public housing, 100 Tax Credit Units, and over 3,200 Section 8 Tenant Housing Vouchers. MHA has two offices and approximately 54 employees. MHA invites qualified, licensed, and insured entities to submit proposals for providing the On-Call Electrical Services described below. If you submit a proposal, please make sure it conforms with the requirements/ specifications outlined in this document and attachments. General Description of Services. The purpose of this IFB is to form pools of contractors that MHA may draw from to contract for all phases of: Lot #1, High Voltage (or General) Electrical Work. High voltage; all phases of interior 110v and 220v electrical, including lighting; outlets; switches; breakers; timers; building service panels; site lighting; and any other related electrical work MHA may order; and Lot #2, Low Voltage Electrical Work. Security systems; Door Access Systems; Camera Systems; Alarm Systems; Intercom System; Control panels; and other low voltage devices as may be needed. Any other electrical maintenance, repair, or installation work MHA may order. Work Standards. It is the responsibility of each Contractor to ensure that each worker provided by the Contractor will be fully trained and qualified to provide any assigned work. Accordingly, all work provided will be guaranteed by the Contractor to be performed in a workmanlike manner and in accordance with all applicable laws, codes, and/or regulations, including, but not limited to: California Building Code (CBC), Uniform Building Code (UBC), and the National Electrical Code, 2014 (NEC). MHA may reject any or all bids, waive any formality, or terminate the IFB process at any time. Question Submission Deadline:March 17, 2025, 11:59pm Bidders can also ask questions, and any questions asked and answer provided will be posted electronically. Some questions may require MHA staff to reach out to others and will be answered at a later time. The reading will include the company name of the bidder(s) and the total calculated costs proposed. At the bid opening MHA will only disclose the company name of each bidder and the calculated total amount bid. A copy of the bid tabulation and recorded Zoom will be made available to each member of the public attending the opening and to anyone who requests afterwards. The bids will not be made available for inspection by anyone at this time; MHA will, at a later time, review all bids in detail and within 5 days, will notify all bidders of any bidder that is, as a result of the more detailed inspection of bids submitted, ruled to be non-responsive or not-responsible (please remember, as detailed within Section 8(d) of form HUD-5369 and Section 7(b)(3) of form HUD-5369-B, MHA reserves the right to, as determined by MHA, "waive informalities and minor irregularities" as to the offers received). Bids will be available for inspection by the public after the award has been completed. This solicitation exists to establish a term contract or contracts for the scopes listed in Scope of Work/Technical Specifications section. The initial award(s) will be for two (2) years; up to three (3) extension options at one (1) year each may be exercised for a contract or contracts not to exceed a cumulative total length of five (5) years.
