Site work and paving for a mixed-use development in Alhambra, California. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.
As of July 10, 2025, this project has bid and was awarded. Construction is expected to start in July 2025. *The closed solicitation has been included below for reference: The project will replace existing piping, valves and otherwaterworks with placement of piping, isolation valves, valve vault, street improvements, sidewalk improvements,pressure reducing valves, water services and all other elements shown on the project plans. Any contractentered into pursuant to this notice will incorporate the provisions of the State Labor Code. Compliance withthe prevailing rates of wages and apprenticeships employment standards established by the State Director ofIndustrial Relations and the Federal government will be required. The City hereby notifies all qualified biddersthat it will affirmatively ensure that minority business enterprises will be afforded full opportunity to submit bidsin response to this invitation and will not be discriminated against on the basis of race, color, national origin,ancestry, sex, religion or handicap in any consideration for an award. Contractor shall conform to the provisionsof Section 1777.5 (Chapter 1411, Statutes of 1968) of the Labor Code concerning the employment ofapprentices and shall not allow discrimination in employment practices on the basis of race, color, nationalorigin, ancestry, sex, religion or handicap. The City will deduct five percent (5%) retention from all progresspayments. In entering into a public works contract, or a subcontract, to supply goods, services, or materialspursuant to a public works contract, the Contractor, or subcontractors, offer(s) and agree(s) to assign to theawarding body all rights, title and interest in, and to, all causes of action it may have under Section 4 of theClayton Act (15 U.S.C. Section 15) or under the Cartwright Act (Chapter 2 [commencing with Section 16700] ofPart 2 of Division 7 of the Business and Professions Code), arising from purchases of goods, services, ormaterials pursuant to the public work s contract or subcontract. This assignment shall be made and becomeeffective at the time the awarding body tenders final payment to the Contractor, without furtheracknowledgment by the parties. Bids must be prepared on the approved Proposal forms in conformance withthe Instructions to Bidders and submitted in a sealed envelope plainly marked on the outside. Bids must beaccompanied by a bid bond, made payable to the City of Alhambra for an amount no less than ten (10) percentof the amount bid. No bid will be accepted from a Contractor who has not been licensed in accordance with theprovisions of the Business and Professions Code. The successful Contractor and his subcontractors will berequired to possess business licenses from the City. The City reserves the right to reject any or all bids, to waiveany irregularity, and to take all bids under advisement for a period of sixty (60) calendar days. For the purposeof determining the lowest responsible bidder the City will reduce the total amount of any bid submitted by anamount equal to one (1) percent of that portion of the bid which is subject to sales or use tax if it is determinedthat the City would receive a refund of sales or use tax on that portion of the bid. Payment, however, willconform to the provisions of Section 7-3 of the Standard Specifications for Public Works Construction, 2024Edition (GREENBOOK) and will not be reduced by the aforementioned one (1) percent. This project shall complywith the requirements of the COMMUNITY WORKFORCEAGREEMENT (CWA) by and between the City of Alhambra and Los Angeles / Orange Counties Building andConstruction Trades Council and The Signatory Craft Council and Local Unions. Under California Labor Code,Section 1771.1, as amended by SB 854, unless registered with the Department of Industrial Relations (DIR), acontractor may not bid, nor be listed as a subcontractor, for any bid proposal submitted or for public work on orafter March 1, 2015. Additionally, a public entity cannot award a public works contract to a non-registeredcontractor, effective April 1, 2015. Any contract entered into pursuant to this notice shall become effective orenforceable against the City of Alhambra only when the formal written contract has been duly executed by theappropriate officers of the City. Total construction duration is Two Hundred Ten (210) calendar days. THECONTRACTOR SHALL COMPLETE THE WORK WITHIN TWO HUNDRED TEN (210) CALENDAR DAYS OF THEEFFECTIVE DATE OF CITY S NOTICE TO PROCEED WITH CONSTRUCTION. Pre-Bid Inquiries shall be received inwritten form by the City contact no later than 4:00 p.m., on February 21, 2025. No questions received after thisdate shall be considered.
