Reference Number 0000286507 Question Acceptance Deadline 2025/02/11 12:00:00 PM CST Providing equipment and labour to perform summer dragging operations on various provincial roads in the Winnipegosis, Pine River, Rorketon and Crane River areas during the 2025 summer season. Winter snowplowing of road surfaces on various provincial roads in the Winnipegosis, Rorketon and Crane River areas during the 2025/26 Winter season. The work locations are described in detail under tables Pass Kilometer" and "Hourly routes. Completion Model-maintenance Operations The Contract Will Be Assessed Liquidated Damages in Accordance With This Work Schedule. In the Event That All of the Work is Not Completed, Initiated or Does Not Match Specified Production Rates Within the Specified Time Limit, Damages Will Be Sustained by the Department. It Will Be Impractical and Difficult to Ascertain the Actual Damage Which the Department Will Suffer by Reason of Such Delay. The Sum Set Forth as Liquidated Damages or a Charged Day Rate is Not a Penalty but is an Estimate of the Cost to the Department and the Public for Engineering, Inspection, Supervision, Administration, Continuing Maintenance Costs, Road User Costs, Delay Costs, Safety Costs, Budget Delay Costs and Other Costs Which Will Accrue After the Specified Time Limit. The Department Will Deduct, From the Contract Payments, the Sum Set Forth as Liquidated Damages, Required to Complete the Work After the Specified Time Limits. The Department's Certification as to the Number of Days, Production Rate or Hours for Commencement of Work for Which Liquidated Damages Will Be Charged Will Be Final and Binding on All Parties. A Time or Production Rate Allotment is Identified Herein and Represents the Maximum Time Available to the Contractor in Which to Complete or Start the Work or the Minimum Production Rate to Perform. As the Work Progresses, Time and/or Production is Assessed in Accordance With the Section Below. When the Allotment of Time Has Been Exhausted or the Production Rate Has Not Been Achieved, Liquidated Damages Will Be Assessed in Accordance the Section Below. Work Period The Work Period Will Commence on Approximately April 1, 2025 and Conclude on Approximately March 31, 2025, on Every Day With No Days of Rest. The Summer Season Shall Be Defined as the Approximate Time Period Between April 1st to October 31st and Applies to the Bid Items for Dragging and Summer Motor Grader Hourly, Depending on Weather and Environmental Conditions. The Winter Season Shall Be Defined as the Approximate Time Period Between November 1st to March 31st and Applies to the Bid Items for Snowplowing, Winter Motor Grader Hourly and Standby, Depending on Weather and Environmental Conditions. The Area Work Supervisor (Ars) or the Delegate, Will Set the Specific Date When the Summer Season Changes to the Winter Season in Accordance With Weather and Environmental Conditions. The Ars Will Provide the Date of Seasonal Change to the Contractor a Minimum of 48 Hours Before the Date Response Time The Ars or the Delegate, Will Notify the Contractor by Telephone and/or Email to Identify the Roads and Locations That Require Work. Requested Work From the Ars or Delegate, Either by Dragging, Plowing or Hourly Work, Will Be Noted in the Tables of Roads in the Special Provisions. The Contractor Shall Respond to the Ars or Delegate Within 45 Minutes of Notification, Identifying Their Intended Schedule to Commence Any Operations.
