The Oregon Department of Corrections seeks bidders for the OSP-HVAC Controls Upgrade project. The Oregon State Penitentiary (OSP) is located at 2506 State Street, in Salem, Oregon. Furniture Factory Building was originally constructed in the 1930's. Existing OSP HVAC Controls were installed in 1994 with a Y2K compliant hardware and software, utilizing pneumatic actuators for boiler steam distribution. Existing HVAC Controls were identified as currently only operating partially for the institution's total ability for steam distribution. Pneumatic actuators are faulty and in non-working condition due to age and seal failures. This intent of this contract is to Upgrade Campus wide Existing Delta controls with new BacNet controls per the plans and specifications which includes but not limited to: Replace all temperature sensors, 15 years old, 90% of the sensors. Replace existing digital current transducers with analog, approximately 25 sensors. Replace all existing DDC controllers not directly affected by this DDC upgrade, adding 23 controller changeovers. Retro- commission all existing DDC controls Provide energy performance monitoring via virtual meters for all major pieces of equipment (AHU, RTU units). This would include analog current transducers for motor KWH, Fan heating & cooling coil BTU consumption where existing sensors allow calculations. 1. The Owner shall compensate the Consultant for the acceptable performance of Services set forth in the Statement of Work in an amount not-to-exceed $25,000, which includes an allowance of $600 for reimbursable expenses.
