The City of Manhattan has asked SMH Consultants, P.A. (SMH) to prepare a stormwater pollution prevention plan for the Sanitary Sewer Extension near West Anderson and Penrose Place. The purpose of this plan is to meet the requirements established with the National Pollutant Discharge Elimination System (NPDES) in order to allow stormwater runoff from the project site. This document outlines measures to be put in place to meet the terms and conditions of the Kansas Water Pollution Control general permit. The existing site is a mostly undeveloped area with many trees in the W ½ of the NE ¼ of Section 9, Township 10 South, Range 7 East. The project is 3.93 acres and resides North of Anderson Avenue and East of Penrose Place in the Western part of Manhattan. The site is generally bordered to the North by residential, East and West by undeveloped land and to the south by cropland. Runoff from the project generally flows South into Wildcat creek which flows Southeast into the Kansas River. The proposed site is a Sanitary Sewer Extension from the Existing Merion Subdivision Sewer System to the Existing Sewer System on Anderson Avenue. Figure 1 shows the general location of the project. The runoff will continue to follow the existing drainage pattern to the south. There will be some incidental runoff that will travel off site via overland flow, however, no adverse impacts are expected. The overall runoff for this site shall remain the same as there will be no increase in impervious area. Where necessary, appropriate stabilization and cover shall be provided for in design and by utilizing best management practices for the drainage charactersitics created from this site
