Renovation of a fire / police facility in Rock Island, Illinois. Completed plans call for the renovation of a fire / police facility.

INTRODUCTION The City of Rock Island Fire Department is seeking proposals from qualified suppliers to procure and install 17 garage door openers at four (4) stations. The purpose of this request for proposal (RFP) is to identify a vendor capable of providing garage door openers meeting the specified criteria and requirements outlined herein. SCOPE OF WORK The selected contractor shall be responsible for the following tasks: 1. Removal and disposal of existing garage door openers 2. Supply and install 17 garage door openers for four (4) stations: a. Central House (7 doors): 1313 5th Avenue, Rock Island, IL b. Station #2 (4 doors): 9010 Ridgewood Road, Rock Island, IL c. Station #3 (3 doors): 1601 30th Street, Rock Island, IL d. Station #4 (3 doors): 3101 9th Street, Rock Island, IL 3. Door openers must: a. Be compatible with existing doors b. Be heavy-duty and handle high-frequency use c. Provide a visual device that allows the apparatus operator to see if the door is open or closed d. Optional: Online website or phone application that allows the fire department and/or the dispatch center to open and close all doors 4. Installation and testing a. Install new door openers, including wiring and control systems b. Test installation for speed and safety c. Provide training to the fire department staff on the system PROPOSAL SUBMISSION REQUIREMENTS 1. Provide a warranty for both equipment and installation for a minimum of one (1) year 2. Provide options for ongoing maintenance, including regular service and emergency repairs 3. The contractor must obtain all necessary permits, as required. 4. The contractor must provide proof of insurance for liability and worker's compensation. 5. Provide a description of the company, including years of experience. 6. Detailed description of garage door openers with specifications and features 7. Description of installation process and timeline. 8. Cost breakdown per station. AWARDING CONTRACT The City, at its sole discretion, shall decide after a review of bids which bidder, if any, is responsive to the RFP. Submitted bids shall be valid for 60 days after bid opening. BIDDER RESPONSIBILITY Bidders shall keep the bidding process confidential. Each bidder shall be fully acquainted with conditions relating to the scope of work, any current government regulations of the work and/or equipment, and restrictions associated with the acceptable execution of the requested equipment. Failure or omission of the bidder to acquaint themselves with conditions shall in no way relieve them of any obligations concerning their bid. FEDERAL, STATE, AND LOCAL REPORTING COMPLIANCE The bidder shall provide financial and programmatic information as required by the City of Rock Island to comply with all Federal, State, and local law reporting requirements. The bidder shall also adhere to all applicable Federal, State, and local regulations. DISCLAIMER This RFP does not constitute a commitment by the City of Rock Island Fire Department to enter into any agreement or contract with any responding vendor. The City of Rock Island Fire Department reserves the right to accept or reject all proposals received in response to this request. PREVAILING WAGE The contractor shall pay and require every Subcontractor to pay prevailing wages as established by the Illinois Department of Labor for each craft or type of work needed to execute the contract following 820 ILCS 130/.01 et seq. Any increases in costs to the Contractor due to changes in the prevailing rate of wage during the terms of any contract shall be at the expense of the Contractor and not at the expense of the City. The change order shall be computed using the prevailing wage rates applicable at the time the change order work is scheduled to be performed. The Contractor shall be solely responsible for maintaining accurate records as required by the prevailing wage statute and for obtaining and furnishing all such certified records to the Illinois Department of Labor as and when required by statute. The Contractor agrees that before making any payments to its laborers, workers, mechanics or any subcontractor it will determine and pay the then-current prevailing rate of wage as determined by the Illinois Department of Labor and posted at website.
