The Department of Veterans Affairs (VA), National Cemetery Administration (NCA) intends to issue Solicitation number 36C78625B0011 full Specifications, entitled, 823CM3023, Irrigation Expansion, Rock Island National Cemetery on or about March 14, 2025, unless additional notice is given, or this notice is modified or cancelled. THIS OPPORTUNITY SHALL BE FOR A 100% SET ASIDE FOR SERVICE-DISABLED VETERAN OWNED SMALL BUSINESSES (SDVOSB) ONLY. In accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006, Pursuant to 38 USC 8127(d), competition is restricted to SDVOSB construction firms. The Department of Veterans Affairs, National Cemetery Administration requirement is for a Firm Fixed Price (FFP) contract for a Contractor to provide all Management and Supervision, Labor, Material, Parts, Equipment, Supplies, etc., necessary to provide construction services to provide Expansion of the Automated Irrigation System to approximately 50 acres within Rock Island National Cemetery as defined and described and in accordance with applicable Local, State and Federal laws and regulations in accordance with the stated Terms and Conditions, Scope of Work, Specifications and Drawings, as will be further defined and described in accordance in the Government s Statement of Work, Specifications and Drawings. The Government anticipates the award of one (1), FFP contract, with an anticipated Period of Performance (POP) of three hundred and sixty-five (365) calendar days after issuance of the Government s Notice to Proceed (NTP). The Product Service Code (PSC) for this procurement is Y1PZ Construction of Other Non-Building Facilities. The North American Industry Classification System (NAICS) code for this procurement is 221310 Water Supply and Irrigation Systems. The Business Size Standard for this procurement is $41.0 million dollars. The Magnitude of Construction estimated range is between $5,000,000 and $10,000,000. The Department of Veterans Affairs plans to issue the official IFB solicitation on or about March 14, 2025, unless additional notice is given, or this notice is modified or cancelled, with the anticipated bid opening around April 18, 2025. The solicitation will be formatted as an Invitation for Bid (IFB) in accordance with the FAR Part 14.4 and VAAR Part 814.1, Sealed Bidding. The Government intends on issuing the IFB solicitation via. SAM.gov/Contract Opportunities. SITE VISIT: There will be a Pre-Bid Conference held for this requirement and all interested bidders are strongly encouraged to attend.
