The Marin Municipal Water District (Marin Water or District) is seeking proposals from qualified firms to provide agency construction management and administration services for D21043 - Pine Mountain Tanks Phase II Project under a Professional Services Agreement (PSA). Background The Pine Mountain Tunnel was constructed in the late 1910s to convey water from Alpine Reservoir to Fairfax and San Rafael. In 1971, the tunnel was converted to a water storage facility and remains in that use today. However, the tunnel has exceeded its useful life and this facility must be removed from the system. A project to replace the Pine Mountain Tunnel was broken into two construction phases. Phase I consisted of site clearing and grubbing, mass excavation of the tank site to the rough tank pad elevation, offhaul of phytopthora-contaminated topsoil to a landfill, hauling and stockpiling the remaining soil (approximately 35,000 cubic yards) at a nearby District site (Bullfrog Quarry), and the design and construction of a 21,000 square foot soil nail retaining wall. Other miscellaneous Phase I site work included a perimeter concrete v-ditch that intercepts surrounding site stormwater runoff, welded steel debris fencing and safety perimeter fencing, and site drainage and final grading improvements. Phase I construction has reached substantial completion and will be closed out soon. Refer to Figures 1 through 3 for Phase I project post-construction photos of the future Pine Mountain Tank site and the Bullfrog Quarry soil stockpile site. The proposed Phase II construction project consists of the installation of two 2-million gallon AWWA D110 Type I wound, pre-stressed concrete treated potable water storage tanks with a combined capacity of up to 4 million gallons. The tanks will be located along the upslope (west) side of Concrete Pipe Road near its intersection with Bolinas Road and Sky Oaks Road on Marin Water's watershed property. Concrete Pipe Road is used by Marin Water maintenance and ranger vehicles, pedestrians, bicyclists, and equestrians; it is not open to public vehicle traffic. Because the topography is sloping at approximately 40 percent west to east at the Project site, the tanks will be partially backfilled into the hillside, between the back of the tanks and the new retaining wall constructed on Phase I. The tanks will be connected to an existing 30-inch treated potable water welded steel transmission pipeline in Concrete Pipe Road. The District has completed the Phase II design and issued an advertisement for construction of the new facility, and seeks consultant construction management and administration services for this Phase II Project, as specified within this RFP. The project site is located on District-owned Watershed lands in unincorporated Marin County just outside the Town of Fairfax. The Project site is on, and accessed by, Concrete Pipe Road, approximately 700 feet south of Bolinas Road.
