No bids will be received after the BID CLOSING time. . If deemed appropriate by the Engineer, questions that cannot be addressed by direct reference to the bidding documents will be the subject of an addendum. A BIDDER'S FAILURE TO ATTEND THE PRE-BID MEETING SHALL CAUSE ANY BID SUBMITTED BY THAT BIDDER TO BE DEEMED NONRESPONSIVE AND THE BID WILL BE RETURNED UNOPENED. Statements made by SUB's representatives at this meeting are NOT binding upon unless confirmed by written addendum. Contemplated work consists of furnishing all labor, materials and equipment necessary for the construction of the Fleet Break Room Construction Project. The metal building was originally constructed in 2001 to be used as a natural gas fired electrical generation plant. The plant and all ancillary equipment required to run the operation have been removed and in 2007 it was converted to SUB's Fleet Shop with a bay for metal fabrication and five bays for auto repair services. The shop is complete with restroom and office space with a mezzanine area above for storage. Change of occupancy of existing mezzanine. Current occupancy is storage. Proposed occupancy is business & use is employee training & break room. Structural alterations include extending pony walls to full-height, adding ceiling framing, the addition of exterior accessible stairway, adding two interior windows, & the addition of two exterior doors. Mezzanine is proposed to be enclosed per OSSC 505.2.3 Exception 1 & 3. Two work stages are required, with a possible time interval of 30 days between phases for completion of mechanical, electrical, low voltage work. Work shall include but is not limited to: Reference Branch Engineering Inc. Drawings & Specifications Project NO. FAC.01.2025 1. Fabrication and installation of steel stairway, guards and handrails. 2. Installation of stairway landing footing. 3. Cut and/or remove existing framing and siding at proposed door locations. 4. Cut and remove foundation wall for proposed door. 5. Frame walls, ceiling, doors and window opens. 6. Install 7/16" fire-retardant treated plywood cap sheathing on ceiling. 7. Install 7/16" fire-retardant treated plywood on walls where required. 8. Installation of batt insulation in walls (R-13), ceiling (R-30), floors (R-19). 9. Installation of 1/2 " gypsum wall board (G.W.B.) where required. 10. Installation of two (2) 4'-0" x 4'-0" operable vinyl interior windows as per Window Schedule, Sheet A101. Include window box out and casing (3 1/2 " x 3/4 " MDF, Style: Craftsman). 11. Installation of two (2) 3'-0" x 7'-0" exterior metal doors, jambs, thresholds and hardware as per Door Schedule, Sheet A101. Including window door casing (3 1/2 " x 3/4 " MDF, Style: Craftsman). 12. Existing window: Provide wall opening, jamb extensions, wall finishes. 13. Bid to include drywall texturing and all interior and exterior painting. Note: This work is Prevailing Wage as determined by BOLI, January 2024 Edition handbook No proposal will be considered by the Springfield Utility Board unless the Bidder agrees to be bound by and will comply with the provisions of ORS 279C.800 to 279C.870 and 40 U.S.C. 276(a) pertaining to prevailing wages, as applicable. Each bid must contain a statement as to whether or not the bidder is a resident bidder as defined in ORS 279A.120. Each bid must also contain a statement as to whether the bidder is registered with the Oregon Construction Contractors Board. No bid will be received or considered unless the bidder is registered with the Construction Contractors Board, as required by ORS 701.035.ET.SEQ. Faxed copies will NOT be accepted. First-tier and other subcontractors must be accepted by Springfield Utility Board prior to the pre-construction meeting. Proposals must be submitted on the prescribed forms. The successful bidder will be required to furnish to Springfield Utility Board a performance bond and a payment bond each equal to one hundred percent (100%) of the amount of the bid. The successful bidder and all subcontractors will be required to furnish to the Oregon Construction Contractors Board a public works bond in the amount of $30,000, unless exempt under ORS 279C. Acceptance of bids and award of contract will follow procedures provided by ORS 279C and in accordance with all applicable Springfield Utility Board policies. Springfield Utility Board reserves the right to reject any and all bids, to waive any irregularities, and to accept the bid deemed in the best interests of Springfield Utility Board. Springfield Utility Board may reject any bid not in compliance with all prescribed public bidding procedures and requirements, and may reject for good cause any or all bids upon a finding of the agency it is in the public interest to do so.
