This project requires 20% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Complexity Factor for this project is 0. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on April 25, 2025, at 9:00 AM at the Bureau of Research Office in Springfield. Phase I/II/III engineering services are required to provide specialized technical services and engineering services for the Pavement Programs Section within the Bureau of Research (BR). These efforts are anticipated to include testing services, evaluation services, and monitoring services as described below. The estimated engineering fee for this project is $4,500,000. The completion date for this contract will be 48 months after authorization to proceed. Prime and all Subconsultants will be required to establish an overhead rate compliant with the Federal Acquisition Regulation (FAR) and approved by the department. Statements of Interest, including resumes of only the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS).
