Reference Number 0000282788 Question Acceptance Deadline 2025/02/18 11:59:00 PM MST Prequalification of contractors for the installation, repair, and maintenance of the City's shallow utilities as it pertains to fiber optics. Services include but are not limited to installation, consultation, repairs to existing infrastructure, new construction, and emergency work on an as-required basis.The City intends to prequalify up to five (5) proponents submitting under this RFSQ for a term of three (3) years from award of the resulting prequalification. The prequalification will not be re-opened during this period. Planned upcoming projects include but are not limited to: Shallow utility and in-building expansion design - Fire Stations Shallow utility expansion - 24th Street Shallow utility expansion - Transit Facility Shallow utility expansion - Recreation Center Shallow utility expansion in support of resilient fiber rings Shallow utility expansion Engineering, Water Services, Emergency Services, Capital Projects Additional work beyond the projects listed above may also be required. The City has historically spent approximately $100,000 on an annual basis. Volumes are not a guarantee and are only an estimate based on the City's operational requirements and annual budget approvals. The projects and types of services being considered for future work specifically exclude complex or intricate greenfield projects. Construction work will be performed on a time and materials basis as per the approved repair quotation. The scope includes remediation of the repair area. While the main scope of the RFSQ is installation, repair, and maintenance, it is expected that prequalified proponents utilize its experience and expertise to provide strategic insights in areas such as design review or upon identification of any issues or inefficiencies within the City's infrastructure for the City's consideration to optimize long-term performance. There will be no Master Agreement with the prequalified proponents. Prequalified proponents will be invited to respond to a second stage competitive opportunity such as an RFP or RFQ on an individual project basis, open for a minimum fourteen (14) calendar days. The City reserves the right to conduct a fully open competition for any required project. The City intends to prequalify proponents submitting under this RFSQ for a term of three (3) years from award of the resulting prequalification. The prequalification will not be re-opened during this period. For emergency services, prequalified firms will be engaged on a rotational basis, when required, commencing with the top-ranked proponent based on the initial evaluation criteria established in this RFSQ. Each subsequent emergency service call will be directed to the next-best-ranked proponent. If all prequalified firms have been engaged, the cycle will reset with the top-ranked proponent. Therefore, proponents are expected to fill out and submit Appendix C - Emergency Rates for transparency and budget predictability if emergency services are required. Pricing will not be evaluated as a part of this RFSQ process. A Valid Safety Certificate of Recognition (COR) from the Alberta Construction Safety Association (ACSA) may be required for the second stage of a competitive opportunity such as new construction. For identified repair or maintenance work, COR may not be required; however, the City reserves the right to determine this requirement on a project-specific basis at its sole discretion. As a result, there is a preference for firms that hold a COR or SECOR. Official bid documents must be obtained from www.merx.com and bid submissions must be done through the Merx platform.
