As of May 29, 2025, a developer has been selected for this project. There is no timeline for construction as of yet. *Previous solicitation listed below for reference:* The Housing Authority of the City of Bridgeport is seeking qualification proposals from professional developers of affordable housing to plan, finance, and implement an innovative housing development plan for the Greene Homes Development. The desired outcome is a development which blends into the surrounding area and creates attractive affordable housing in the Hollow neighborhood, primarily for families. The Greene Homes Development is comprised of 7.08 acres of land and is a low-income public housing community constructed 1952 located at 98 Highland Ave. The focus of this RFQ is the entire site of the Greene Homes and buildings which consist of five high-rise, seven-story buildings comprised of 270 units with elevator access on the third through seventh floors. The first-floor units are townhouses that have second floor bedrooms. This development carries approximately $2.8M in energy performance contract debt which must be retired at the closing of the initial redevelopment efforts. The Greene Homes development which is within a centrally located neighborhood known as the Hollow, is within walking distance of downtown Bridgeport, which sits half a mile east. Greene Homes is 1.6 miles from the University of Bridgeport and near Sacred Heart University and Fairfield University. Green Homes development is also located within 0.9 miles of 2 shopping centers; North Park Shopping Center and Lafayette Square. The Agency envisions the development of 70+ unit buildings primarily designed to house families. It is the Agency's desire that this procurement process will result in the selection of a Developer who, with the Agency as co-developer, will forge a relationship that will result in and facilitate the revitalization of the Greene Homes site. This partnership shall ensure that the project is developed with the community's best interests in mind and that Greene Homes will become an asset to the City of Bridgeport and a model of what is envisioned for future public housing.
