Jackson County, through the Roads and Parks Department located at 200 Antelope Road, White City, OR 97503, is seeking proposals from qualified contractors to repair storm-related damage to the lodge building located in the day-use area of Joseph Stewart County Park on Lost Creek Reservoir. The following is intended to be a full explanation of the County's request and evaluation of competitive sealed proposals. Joseph Stewart County Park serves a large regional recreation need on Lost Creek Reservoir and is located on Highway 62 in Trail, Oregon. The park has two entrances and geographical functions; a large day use area with picnicking, boat ramp and marina, and a second entrance serving a large campground. All work pertaining to this RFP will occur at the lodge building located in the day use section of the park. The building serves as a camp store, diner, and office for park operations, serving a vital function for the summer recreation season beginning Mid-May annually. The damaged portion of the building was recently remodeled in 2022 with new plumbing and electrical fixtures, interior and exterior paint, metal roof and luxury vinyl flooring. The structure houses a walk-in refrigerator that includes an inside refrigeration unit, as well as a roof top unit. The roof top unit is currently not visible, as it was presumably pushed into the attic by the falling tree. Both the indoor and outdoor refrigeration units were recently replaced. Multiple trusses were damaged in the incident, as well as structural wall elements and flooring. An engineering review has not been completed. Telephone questions or inquiries are not allowed and will not be addressed or answered. Answers to written submitted questions will be considered an addendum and will be issued to all proposers no later than 5:00 PM PST February 14, 2025 except an addendum withdrawing the RFP or one which includes the postponement of the RFP Close Deadline. Question Deadline 02/12/2025 at 4:00 PM PT The County reserves the right to reject any proposal not in accordance with the requests and instructions contained herein. The project is estimated between $200,000 - $500,000 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
