Site work for a water / sewer project in Cannon Beach, Oregon. Completed plans call for site work for a water / sewer project.

All bidders shall submit a completed First-Tier Subcontractor Disclosure Form in compliance with ORS279C.370 in a separate, sealed envelope within two working hours of the bid opening time on the bid date. Scope: In general, the elements of the work include but are not limited to the following. Installation of a new 8” HDPE to be connected on the west end to the existing 8” PVC at Hemlock Street and on the east end to the existing 8” AC on West Chinook Avenue. The project will consist of a combination of open-cut trenching and trenchless construction. Crossing under US 101 will require boring and a steel casing. In addition to the connections at each end of the new pipeline, a provision for a future connection to a proposed “backbone” pipeline along the west side of US 101 is included in this project. The western segment of the project site lies on City-owned ROW and the eastern segment lies on an easement across private land. Responsive bidders shall demonstrate proven experience working around sensitive, critical infrastructure like water mains, state highways, work within City limits, etc. The Project is being funded with City’s Capital Improvement Program funding. This project is subject to Prevailing Wage Rates. All bidders shall comply with the provisions of ORS279C.800-870 [workers on public works to be paid not less than prevailing rate of wage for projects over$50,000.00]. Contractors submitting bids are required to be registered with the Construction Contractor’sBoard. The Owner reserves the right to reject any bid not in compliance with all prescribed public bidding procedures and requirements, may reject a bid that does not comply with requirement to demonstrate bidder’sresponsibility under ORS 279C.375(3)(b), and may reject, for good cause, any or all bids upon a finding ofthe Owner that it is in the public interest to do so in accordance with ORS 279C.395. The Owner reservesthe right to waive any bid irregularities or informalities. No bidder may withdraw or modify the bidder’s bidafter the hour set for the opening thereof, until after the lapse of 30 days from the bid opening. A mandatory pre-bid conference will be held Wednesday, February 19, 2025, at 10:00 am at Cannon BeachCity Hall, 163 E Gower, Cannon Beach, OR 97110. Statements made by the City’s Representative OR City Personnel at the conference are not binding on theCity unless confirmed by a written addendum by the City. The City may limit the award of schedules for the bid based on funding, acquisition of easements or othercontract impacts. The contractor will be advised of the specific Contract within the final contract executiondocuments Bid security in the amount of not less than 5% of the bid must accompany each bid in accordance with theInstructions to Bidders.The Owner reserves the right to reject any bid not in compliance with all prescribedpublic bidding procedures and requirements, may reject a bid that does not comply with the requirement todemonstrate bidder’s responsibility under ORS 279C.375(3)(b), and may reject, for good cause, any or allbids upon a finding of the Owner that it is in the public interest to do so in accordance with ORS 279C.395.The Owner reserves the right to waive any bid irregularities or informalities.
