STRUCTURAL ENGINEERING SERVICES FIR STREET BRIDGE OVER ECOLA CREEK SEISMIC MITIGATION HAZARD MITIGATION GRANT PROGRAM The City of Cannon Beach is interested in entering into a professional services contract with a consulting firm to provide structural engineering services for the rehabilitation or replacement of the Fir Street bridge to improve seismic resiliency. The Fir Street Bridge is the only viable alternative for tsunami evacuation for the north part of downtown Cannon Beach. Any proposals received after the designated time and date will be returned unopened. BACKGROUND The Fir Street Bridge over Ecola Creek is a critical tsunami evacuation route for downtown Cannon Beach. The next closest egress out of the downtown area is 1 mile south of the Fir Street Bridge. Based upon the short evacuation timelines associated with a tsunami event, the Fir Street bridge represents the only feasible escape route. This bridge has been determined to be seismically deficient and will not withstand an earthquake. The community has great affection for the bridge, but the City of Cannon Beach needs to know whether the bridge is capable of being renovated to improve seismic resilience or if the structure needs replacing. The selected consultant for this contract will provide construction plans, specifications, and estimates (PS&E) for the selected alternative. This project is being funded by a FEMA Advanced Assistance Grant through the Hazard Mitigation Grant Program. The grant agreement has a project completion date of February 1, 2026. The City has contracted with Civil West Engineering Services, Inc. to coordinate the project on their behalf. The overall project scope of work has been attached to this RFQ. It is anticipated there with be several consultants under contract with the City completing various components of the project. II. SCOPE OF WORK Structural Engineering Scope of Services to be provided: A. Initial Evaluation and Report of Findings: The Consultant shall perform an in-depth bridge inspection and condition assessment with specific focus on the ability of the bridge to withstand a seismic event and in accordance with National Bridge Inspection Standards (23 CFR 650, subpart C). Results and findings shall be documented in an inspection report in accordance with the inspection procedures defined in Section 4.2, of the AASHTO Manual. This report shall also assess what size seismic event the current bridge may withstand, if any. B. Alternatives Analysis: Conduct an alternatives analysis that considers at least three planning level scenarios, 1) reconstructing the existing bridge, 2) replacing the existing bridge in the same location, and 3) replacing the existing bridge in an alternative location. The City is unsure of the cost impact associated with meeting a defined seismic event and is looking for guidance regarding what size event the design should plan for. The alternatives analysis should define planning level costs for the three scenarios to meet a variety of seismic events. The purpose of this exercise is to allow the City to decide what level of seismic resiliency they would like to achieve and what level of investment is necessary to obtain this level of resiliency. The alternatives analysis shall be summarized in a report City reserves the right to reject any and all proposals and reservation of right to cancel this RFQ at any time if doing so is in the public interest. Any and all protests by proposer are governed by Division 48 rules. City reserves the right to request of any proposer for any information City deems reasonably necessary to permit City to evaluate, rank, and select the most qualified proposer.
