The work will be funded under a Brownfield Assessment Grant awarded by the Connecticut Department of Economic and Community Development (DECD). The overall objective of this project is to evaluate the environmental condition of the property. The investigations to be completed are as follows: *A Phase I ESA of the theater building at 1016 Main Street and areas where it connects to the lobby/retail building. *Hazardous building materials sampling and testing, including but not limited to asbestos and lead paint, for the theater building at 1016 Main Street and areas where it connects to the lobby/retail building. * A limited Phase II ESA in the rear of 1016 Main Street and the parcels at 13 Bissell Street and 32 Phelps Place. * A potential comprehensive Phase II ESA depending on the results of the limited Phase II and project budget. The timeline of the project will be as follows: *Conduct planning meeting with project team and property owner *Prepare a detailed scope of work, in compliance with the CT DEEP Site Characterization Guidance Document, the most recently updated ASTM Phase I and Phase II Protocols, and other applicable regulations and guidelines. Conduct a project team meeting to review the scope before the investigation begins. *Obtain access agreement and perform investigations *Submit draft reports to the project team members for review and comment. The report must include a supplemental review of all available documentation from previously conducted environmental activities or reporting *Submit final report to project team members, both as a digital file and as at least two hard copies.
