I. INTRODUCTION The City of Platte City, Missouri, is seeking proposals from qualified firms or consultants to assist in the development of a comprehensive Master Plan for the future of its parks and recreational facilities. The selected consultant will work closely with city officials, community stakeholders, and relevant departments to assess the current state of the city's parks, identify community needs, and create a longterm strategic plan for the development, preservation, and enhancement of public recreational spaces. This RFP outlines the scope of work, submission guidelines, and requirements for firms interested in providing these services with completion of the final document by September 30, 2025. II. OBJECTIVE The goal of this Master Plan is to establish a clear, actionable vision for Platte City's parks and recreational areas over the next 10-20 years. The consultant will be expected to: 1. Conduct a comprehensive assessment of existing park facilities and amenities. 2. Engage with key stakeholders including city officials, residents, park users, and other relevant groups. 3. Analyze the recreational needs of the community, including underserved populations or areas. 4. Provide recommendations for new park developments, facility improvements, and programming initiatives. 5. Develop implementation strategies, including prioritization of projects, location of projects, funding options, and potential partnerships. 6. Create a phased, long-term plan for the growth and sustainability of the city's parks system. III. SCOPE OF SERVICES The selected consultant will provide the following services: 1. Needs Assessment & Stakeholder Engagement - Conduct public meetings, surveys, focus groups, and interviews to gather input from residents, park users, and other community stakeholders. - Engage with city departments, including Planning, Public Works, and the Parks and Recreation Department, to identify current strengths and challenges. - Assess demographics, population growth trends, and recreational preferences in the city. 2. Current Site Analysis - Review and assess the condition and usage of existing parks, trails, playgrounds, recreational facilities, and open spaces. - Identify gaps in the park system and opportunities for improvement or expansion. 3. Development of Master Plan - Create a vision and goals for the future of the parks system based on community input and analysis. - Provide recommendations for park development, land acquisition, infrastructure improvements, and programming. - Address environmental sustainability, accessibility, inclusivity, and best practices in park design and maintenance. 4. Implementation Strategy & Phasing Plan - Develop a detailed implementation plan with timelines, priorities, and cost estimates for each recommended project. - Identify funding sources, including grants, partnerships, and local funding opportunities. - Provide strategies for community engagement during the implementation phase. 5. Final Master Plan Document - Deliver a comprehensive, visually engaging master plan document.- Provide a digital copy of the plan and all supporting materials, including maps, data, and presentation materials. IV. QUALIFICATIONS AND EXPERIENCE The ideal consultant will have: 1. Proven experience in preparing comprehensive park and recreation master plans, preferably for municipalities of similar size and demographic makeup as Platte City. 2. Knowledge of best practices in parks planning, design, and development. 3. Familiarity with community engagement techniques, including public meetings, surveys, and stakeholder interviews. 4. Expertise in assessing and recommending funding strategies, including identifying potential sources of grant funding and public-private partnerships. 5. Strong communication skills to work effectively with city staff, stakeholders, and the public. 6. Ability to provide innovative solutions that consider environmental sustainability, equity, and accessibility. V. PROPOSAL SUBMISSION REQUIREMENTS Consultants interested in responding to this RFP should submit the following: 1. Cover Letter: A brief letter introducing the firm, including an overview of qualifications and interest in the project. 2. Firm Profile and Relevant Experience: A description of the firm, including its history, services, and experience working with municipalities on similar park planning projects. 3. Project Team: Names and qualifications of key team members who will be involved in the project. 4. Approach & Methodology: A detailed approach to completing the master plan, including work phases, methodology, stakeholder engagement strategies, and timeline. 5. Past Projects and References: At least three examples of similar projects completed within the past five years, with client references. 6. Cost Proposal: A detailed, itemized cost proposal outlining the fees for each phase of work, including a total project cost. The proposal should also outline any potential additional costs. 7. Timeline: A proposed project timeline, with key milestones and deliverables, from start to completion. *Please provide responses to the aforementioned items. Any additional information you believe is necessary or recommended, should be presented in an addendum or exhibit at the conclusion of your submission. VII. SELECTION CRITERIA The City of Platte City will evaluate proposals based on the following criteria: 1. Firm's experience and qualifications (30%) 2. Understanding of the project and proposed approach (25%) 3. Stakeholder engagement and community involvement strategy (20%) 4. Cost effectiveness (15%) 5. Past project success and references (10%) The City reserves the right to negotiate the final scope and fees with the selected consultant before awarding the contract. VIII.
