Bids shall be made on the forms of proposal attached to the Specifications and no bids shall be considered unless made on such forms. This form shall be submitted to the Office of the Engineer no less than five (5) days prior to the bid opening. Failure to submit a qualification statement at least five (5) days prior to bid opening may result in the rejection of the bid. The questionnaire shall be kept on file and be valid for the calendar year, subject to the Contractor's status through the year. Additional blank forms of this questionnaire can be obtained from the Consulting Engineer's office. Prior filing of such form with the Town of Beloit or Consulting Engineer for the current calendar year shall satisfy this requirement. No bid can be received or considered unless accompanied by a Bid Bond or a Certified Check equal to ten percent (10%) of the bid, payable to the Town of Beloit, as a guarantee that, if the bid is accepted, the bidder will execute and file the proper Contract and 100% Performance Bond and Labor and Material Payment Bond within ten (10) days from the date the lowest responsible bidder's bid is accepted. In the event the bidder fails to file such Contract and Bond within the time set by the Town, the check or bond shall be forfeited to the Town as liquidated damages. The Town of Beloit reserves the right to reject any or all bids and to waive or not to waive any informalities in the bidding. The letting of the contract described herein is subject to provisions of Sections 66.0901 of the Wisconsin Statutes. After bids are opened, no bid can be withdrawn for a period of ninety (90) days thereafter.
