The purpose of this Invitation for Bids (IFB) is to solicit competitive sealed bids to establish a contract to collect and dispose of non-hazardous refuse with one qualified source. The purpose of this Invitation for Bids (IFB) is to solicit competitive sealed bids to establish a contract to collect and dispose of non-hazardous refuse with one qualified source at Greensville Correctional Center, which is one of the largest prisons administered by the Commonwealth of Virginia Department of Corrections. It houses estimated 3,000 Inmates inside the secure perimeter and houses approximately 300 Inmates in a minimum-security complex called Greensville Work Center which is outside the main secure perimeter. Ancillary services such as Building and Grounds and the Power Plant have workshops and offices outside the secure perimeter. The Buildings and Grounds Department is located in the same building as the main receiving Warehouse. The Power Plant is in the building by itself across from the Warehouse. This IFB will also include services to a large farm, Yarden Farm, which is located approximately eight miles from Greensville Correctional Center in Stoney Creek, VA. Yarden Farm grows many varieties of produce that are used to help feed Inmates. The contract period will be from March 1,2025 through February 28, 2026 All inquiries for information should be directed to April Hlinovsky email: april.devites@vadoc.virginia.gov The Contractor shall provide all labor, equipment, supplies and incidentals necessary for the pickup and disposal of all non-hazardous refuse in accordance with regulations of the Commonwealth of Virginia Department of Environmental Quality, the Virginia Waste Management Board and the U.S Environmental Protection Agency. The Agency may add or delete equipment as deemed necessary from the contract resulting from this IFB with 30 days written notice.
