Reference Number 0000375726 RFQ for the Progressive Design Build of the PWO Optimization Project Job Location 3950 N River Road Oceanside CA 92058 The City of Oceanside (City) invites qualified Design-Builders to submit a Statement of Qualifications (SOQ) for the Progressive Design-Build of the Pure Water Oceanside Advanced Water Purification Facility (AWPF) Optimization Project, hereinafter referred to as the Project. The City began development of the Pure Water Oceanside Program, an indirect potable reuse (IPR) groundwater augmentation program in 2016 and completed Construction on the initial infrastructure, which included construction of the AWPF, conveyance infrastructure, injection wells, and monitoring wells in January 2022. Operation and maintenance of the program has identified several opportunities for optimization of both maintenance and operations of the infrastructure. The City seeks qualified entities to design and build the optimization elements through a Progressive Design-Build Agreement (Agreement).
