Replacement and abandonment of up to 278 private lead service lines (LSL) in an area generally described as north of Marshall Street, south of Franklin Street, and between S 18th Street and S 26th Street. Work includes up to 159 full lead service line replacements from the watermain to the water meter, up to 61 replacements of the home portion only (from the curb stop to the water meter), up to 19 replacements of the street portion only (from the watermain to the curb stop), and up to 39 abandonments of unused lead service lines. Work may include, but is not limited to, the procurement of street, plumbing and electrical permits, coordinating and scheduling the installation with the property owner, installation of a new water service line utilizing trenchless technology, abandonment of the LSL, water meter installation, reconnection to the interior water distribution piping, residential cross connection inspection, electrical grounding modifications, and street restoration (if applicable). The 2024 Lead Service Line Replacement Program makes use of federal funding through the Safe Drinking Water Loan Program and that all of these funds will be federal equivalency; therefore contractors, plumbers and electricians shall adhere to American Iron & Steel (AIS) requirements, Davis-Bacon Act (Prevailing Wage Rate Requirements) and Build America Buy America (BABA) requirements.
