The attached SOLICITATION 75H70124Q00026 is issued on behalf of the Indian Health Service (IHS). The purpose of this project is to complete a 12-inch diameter production well to replace the existing 6-inch, 64-foot deep supply well for the Sulwhanon Community Water System (CWS), which does not have an adequate sanitary control area. The goal of the project is to achieve a safe, reliable drinking water source for 25 homes and 5 non-residential connections served by the Sulwhanon CWS. This project will be procured as a 100% Small Business set-aside solicitation under North American Industry Classification System (NAICS) code 237110 - Water and Sewer Line and Related Structures Construction with a size standard of $45 million. **Please review all attachments to this notice for details.** SCOPE OF WORK: See Section C of the attached solicitation (Attachment B01 75H70124Q00026) LOCATION OF PROJECT: Approximately 2515 Sulwhanon Dr, Everson, WA 98247 (Whatcom County) TERO: TERO fees do NOT apply. CONSTRUCTION DURATION: Period of Performance is 120 calendar days from issuance of the Notice to Proceed. CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $100,000 and $250,000, in accordance with FAR 36.204. CONTRACT TYPE: The IHS intends to award a Firm Fixed Price (FFP) construction contract in support of this requirement using price only evaluation criteria as detailed in Section M. This solicitation is issued as a Request for Quotes (RFQ) in accordance with FAR Part 13 and 36 procedures. QUOTE REQUIREMENTS: See Section L of the attached solicitation (Attachment B01 75H70124Q00026) SITE VISIT: An organized site visit is scheduled for March 6, 2025 at 10:30am PT; RSVP REQUIRED. See FAR 52.236-27, Site Visit Construction, for details. QUOTE DUE DATE: The quotation shall be submitted electronically in PDF format via email to toby.hayden@ihs.gov at your earliest convenience but no later than March 13, 2025 at 2:00 PM PT unless changed by amendment. EVALUATION: In accordance with FAR 13.106-2, the evaluation for this award will be based on price and the quoter's compliance with the terms and conditions for this request for quotes; see Section L. The quoter shall possess all necessary certifications to perform the work specified in Section C in order to be eligible for award. Prices quoted must reflect the quoter's understanding of the requirement, ability to perform, and be considered fair and reasonable to the Government. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. 2 WORK REQUIRED A. The Nooksack Tribe (Tribe) seeks to complete a 12-inch diameter production well in an unconfined, shallow alluvial aquifer. This well will replace the existing 6-inch, 64- foot deep supply well for the Sulwhanon Community Water System (CWS), which does not have an adequate sanitary control area and has high iron concentrations. The goal of the project is to achieve a safe, reliable drinking water source for 25 homes and 5 non-residential connections served by the Sulwhanon CWS. The Tribe also seeks a water source with a lower iron concentration that existing wells in the area, and the aquifer will be sampled for iron at regular intervals during drilling. Well drilling equipment must be capable of drilling a 12-inch bore hole using cable tool drilling methods. The finished well depth is anticipated to be 250 feet or less. The well is proposed to include a sanitary seal of up to 50 feet, and a screen assembly including a riser, filter pack, and tailpipe if necessary. The work includes: 1. Well drilling with 12-inch casing and screen, to an estimated 250 feet 2. Placement of sanitary seal to an estimated 50 feet 3. Well development 4. Test pumping 5. Disinfection, sampling, and water quality testing B. The work to be performed under this contract shall consist of furnishing all tools, equipment, materials, supplies, and manufactured articles; all transportation and services, including fuel, power, and essential communications; and all labor, work, or other operations required for the fulfillment of the contract in strict accordance with the specifications, drawings, and other contract documents, including such detail sketches as may be furnished by the Project Engineer from time to time during construction in explanation of said contract documents. All work materials and services not expressly listed as being provided by others or called for in the contract which are necessary for the complete and proper construction of the work in good faith shall be furnished, installed, and performed by the contractor.
