The improvements consist of pulverizing, grading, compacting, and chip sealing existing roads, as well as chip sealing other assorted roads in Everson. All roads within the project will also be fog sealed. Road base repair and other miscellaneous work will also be performed. Questions will be received and answered in accordance with Section 1-02.4(1) of the Special Provisions. All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier's check, or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond and payment bond both in an amount of 100 percent (100%) of the contract price within the time stated in the specifications, the bid proposal deposit shall be forfeited to the City of Everson. All bidders and subcontractors shall have a contractor's license to work in the State of Washington and a City of Everson Business License. The City of Everson reserves the right to accept a proposal of the bidder submitting the lowest responsible bid, to reject any or all bids, republish the call for bids, revise or cancel the work to be performed, or do the work otherwise, if the best interest of the City is served thereby. The City of Everson also reserves the right to postpone the bid award for a period of thirty (30) calendar days after bid opening.
