Demolition, site work, paving and new construction of a mixed-use development in Lincoln, Massachusetts. Conceptual plans call for the construction of a fire / police facility; for site work for a fire / police facility; transportation facility; transportation facility; sidewalk / parking lot; for paving for a sidewalk / parking lot; for the demolition of a one-story above grade service station / car wash facility; and service station / car wash facility.
The U.S. Army Corps of Engineers, New England District is issuing this Sources Sought Announcement to determine interest, availability, and capability of Small and Large Business concerns for Construction of a new Fire Station, new Air Passenger Terminal (APT) and Demolition of Building 1721, Hanscom Air Force Base (AFB), Bedford, MA. The NAICS code for the work described below is 236220 with a size standard of $45M. The estimated cost range is between $25M to $100M. Construction will begin in the summer/fall of 2026 with an expected duration of approximately 30 months. The new Fire Station will be constructed at a different site on Hanscom AFB. It will be a single story, 26,325 square foot (SF), fully functional facility. The program includes apparatus bays for six vehicles, living quarters, and administration spaces. Proposed construction will consist of a concrete foundation, reinforced floor slabs, steel framing and masonry walls, HVAC, central fire alarm, Emergency Communications Center with Fire and Security Forces Dispatch, paving, and landscaping. The Air Passenger Terminal building will be constructed north of existing Building 1721 and will be a single story 5,150 SF facility. The Air Passenger Terminal will include the safety offices, Distinguished Visitors lounge, pavement for building access and turnaround, as well as sidewalks. The existing flightline perimeter fence will be re-routed to the new Air Passenger Terminal building location. Building 1721, to be demolished, is an existing multi-story, 21,270 SF, facility that houses the existing fire station, safety offices, air passenger terminal, and Distinguished Visitor lounge. Building 1721 will remain operational until the two new buildings have been completed and the tenants have moved into their new respective buildings. Building 1639 is an existing, 4,241 SF, single story abandoned gas station. Please provide feedback as specified below. As of January 76, 2026, award date expected in July 2026. No further details at this time. Experience. Please provide up to five examples of projects substantially completed within the last five years in which you have demonstrated the following construction capability and identify your role in the project(s): Experience as the General Contractor on a construction contract over $30M. Indicate the scope of the effort, the size of the building, the contract amount for which your firm was responsible, and the construction start and completion dates. Experience managing and scheduling subcontractors. Indicate the scope of the effort, the subcontract work involved and the contract amount for which your firm was responsible. Experience with new major building construction. Indicate the scope of the effort, what your firm was responsible for and the contract amount for which your firm was responsible. If work is intended to be done using a team, please indicate this and include information on the major subconsultant(s) on the team in the information requested above. Solicitation Method. Provide your opinion on each of the following methods of procurement for this project: Request for Proposal/Best Value procurement, evaluated on technical factors and cost, awarded to the offeror demonstrating the best value; Invitation for Bid with a pre-qualifier, with the pre-qualifier as a pass-fail item and award to the low bidder that passes the pre-qualifier; and Invitation for Bid without a pre-qualifier, with award to the low bidder. Share any other thoughts you have on the strategies. Consolidation. As stated above, the work anticipated under this contract includes constructing a new fire station, constructing a new air passenger terminal and demolishing Building 1721. Work will be executed in a phased approach. Building 1721 will be occupied, and therefore the building must be operational and accessible while construction of the new facilities is underway. After construction of both the Fire Station and the APT has been completed and accepted, the tenants will then occupy the new buildings and then Building 1721 can be demolished. Additionally, demolition of Building 1639, an existing, single story abandoned gas station, is anticipated to be procured separately under the small business MATOC contract. Refer to Figures 1 and 2 for preliminary layouts. The results of this market research will be taken into consideration during the Government's determination to consolidate this work. Please describe how consolidating this work into one project will affect the offer's ability to do the work, either positively or negatively. Interested firms should submit a response to this notice to include a discussion of the potential consolidation. Responses are due by Thursday, March 13, 2025, at 1:00 pm Eastern Time.
