Completed plans call for the renovation of a transportation facility; for site work for a transportation facility; for paving for a transportation facility; and for outdoor lighting for a transportation facility.
Bids for Olympia Regional Airport - Runway 17-35 Pavement Rehabilitation & Electrical Improvements. The scope of work being considered is: 1. Mill, crack seal, and overlay of approximately 760' of Runway 17-35 2. New pavement markings in overlay area. Question Deadline 02/24/2025 at 2:00 PM PT 3. Groove new pavement in overlay area. 4. Re-stripe existing pavement markings on Runway 17-35 5. Replace existing edge lighting and signage on Runway 17-35. 6. Replace two constant current regulators. 7. Install new Airport Lighting Control Monitoring System An estimated construction cost range for this project is $2,500,000 to $3,000,000. All inquiries regarding the contents and requirements of this Bid must be in writing and directed to the Contract Administrator and Project Manager, via electronically. This is a prevailing wage project per State and Federal Laws. All labor on the project shall be paid no less than the minimum wage rates established by the Washington State Department of Labor and Industries or Davis-Bacon Act, whichever is greater. This contract will be funded, in part, by a grant from the Federal Aviation Administration. As such, it will be subject to federal requirements. Because the project is federally funded, it is therefore exempt from the Washington State Apprentice Utilization Requirements. The Port of Olympia, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally Assisted Programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises (DBE) as defined in 49 CFR Part 26 will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award. The DBE goal for this contract is 8.7%. Goals for minority participation for each trade: 8.7% Goals for female participation in each trade: 6.9% All prospective Bidders are directed to the Instructions to Bidders with regard to the procedures the Port of Olympia will utilize to achieve these goals. Disadvantaged, Minority, and Women's Business Enterprises are encouraged to respond. The Port of Olympia does not discriminate on the grounds of race, color, religion, national origin, sex, age or handicap in consideration for a project award. Bidders are required to be licensed in accordance with and comply with the "Public Contractor's License Law of the State of Washington." Each bid must be accompanied by a Certified Check or Bid Bond in an amount equal to five (5) percent of the Total Bid. The Port of Olympia reserves the right to reject any and all bids or to accept any bid deemed by them to be in the best interest of the Port pursuant to the terms of the General Conditions. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The overall work includes the following: 1. Grind and inlay of the southernmost approximately 750' of Runway 17-35 (+/- 12,500 SY). 2. Grind and inlay transition from the southern approximately 750' of Runway 17-35 to existing Runway 17-35. 3. Grind and inlay transition from southern approximately 750' of Runway 17-35 to existing Taxiway F, Taxiway L, and Taxiway W. 4. Crack repair and crack repair membrane of cracks exposed after milling operations are completed. 5. Installation of Runway 17-35 pavement markings (full length) so that the entire runway has consistent markings. 6. Demolition and reconstruction of the Runway 17-35 HIRL system including approximately (32) guidance signs, approximately (78) lights, and the home run. Replace/upgrade Runway 17-35 HIRL with new LED fixtures and system. 7. Demolition and installation of up to four (4) CCRs in the existing lighting vault. Verify size/capacity of all proposed CCRs. 8. Demolition and Reconstruction of Runway Distance Remaining signs (approximately 4). 9. Demolition and Reconstruction of Runway 35 supplemental wind cone. 10. Airfield Lighting Vault upgrades as necessary to accommodate the new equipment. 11. Airfield Lighting Control Monitoring System (ALCMS) Replacement. a. Phase 1 (Work Area #1 through #8): i. Refer to Drawings C1.0 through C1.7 in Appendix C for additional details. This work shall occur over 12 consecutive calendar days requiring a closure of Runway 17-35 (24 hours per day) for the 12 consecutive calendar days. a) Work Area #1: This work consists of mill and inlay work. This work area also includes first coat of paint and pulling cable through existing conduit. b) Work Area #2: Access to this work area is restricted to 3 consecutive calendar days from 6:00 pm to 8:00 am. This work area with require a closure of Runway 8-26 and cannot be completed concurrently with Work Area 4. This work includes first coat of paint and pulling cable through conduit. c) Work Area #3: This work includes pulling cable through existing conduit. d) Work Area #4: Access to this work area is restricted to 1 calendar day. This work area will require a closure of Taxiway B and cannot be concurrent with Work Area 2. This work includes pulling cable through existing conduit. e) Work Area #5: This work includes pulling cable through existing conduit. f) Work Area #6: This work includes pulling cable through existing conduit. g) Work Area #7: This work area will be restricted to 1 calendar day and cannot be concurrent with Work Area 8. This work includes pulling cable through existing conduit. h) Work Area #8: This work area will be restricted to 1 calendar day and cannot be concurrent with Work Area 7. This work includes pulling cable through existing conduit. Phase 2 (Work Area #1 through #4 and Work Area #9): i. Refer to Drawings C1.0 through C1.7 in Appendix C for additional details. This work shall occur over 28 consecutive calendar days. During the 28 consecutive calendar days period, 5 consecutive calendar days are allowed for Runway 17- 35 closure (24 hours per day). a) Work Area #2: Access to this work area is restricted to 1 calendar day from 6:00 pm to 8:00 am. This work area will require a closure of Runway 8-26 in addition to the Runway 17-35 closure and cannot be completed concurrently with Work Area 4. b) Work Area #4: Access to this work area is restricted to 1 calendar day. This work area will require a closure of Taxiway B in addition to the Runway 17-35 closure and cannot be concurrent with Work Area 2. ii. Work Type: a) Installation of light fixtures in Work Area #1 through #4. b) Grooving of pavement inlay in Work Area #1. c) Work inside airfield lighting vault and air traffic control tower in Work Area #9 c. Phase 3 (Work Area #1 through #4): i. Refer to Drawings C1.0 through C1.7 in Appendix C for additional details. This work shall occur over 3 calendar days requiring a closure of Runway 17-35 (24 hours per day), Runway 8-26 (4 hours), Taxiway A, and Taxiway B. a) Work Area #2: Access to this work area is restricted to a 4-hour period during the work. This work area will require a closure of Runway 8-26 in addition to the Runway 17-35 closure and cannot be completed concurrently with Work Area 4. b) Work Area #4: Access to this work area is restricted to a 4-hour period during the work. This work area will require a closure of Taxiway B in addition to the Runway 17-35 closure and cannot be concurrent with Work Area 2. ii. Work Type: a) Application of pavement markings in Work Area #1 through #4.
