Site work and new construction of a mixed-use development in Uxbridge, Massachusetts. Completed plans call for the construction of a pre-engineered storage facility; and for site work for a pre-engineered storage facility.

ub-Bids with the required Bid deposit will be received for the following items of work: Subtrades Masonry Acoustical Tile Miscellaneous Metals and Ornamental Iron Plumbing Waterproofing, Damp-proofing, and Caulking HVAC Metal Windows Fire Protection Sprinkler System Painting Electrical Work Please be advised that General Bids and Sub-bids will ONLY be accepted from contractors who have been prequalified for this project by the Town of Uxbridge pursuant to M.G.L. c. 149, Section 44D 1-2 and 44D 3-4. A list of prequalified General Bidders and Sub-bidders will be included in the bid documents for this Project in Section 00200. The work consists of the following major items: 1. Construction of a new 1.2 million gallon per day (MGD) Water Treatment Plant (WTP) that will include two Greensand Plus Filters and two PFAS Media Contactors to remove high concentrations of manganese and PFAS. The building is to be approximately 6,600 square feet constructed of prefabricated metal and is inclusive of process, metal windows, painting, acoustical tile ceilings, plumbing, HVAC, fire protection, electrical, instrumentation, and SCADA. 2. WTP building will include below-slab concrete cast in place water storage tank with backwash supply and finished water pumps and installation of chemical storage and feed systems. 3. Three recently installed wells will be equipped with submersible pumps with pitless adapters and new 6-inch ductile iron discharge piping to the new WTP. 4. Modified and new site piping, site work for drainage, water, sewer, gas, electrical and all site/civil surface finishes. 5. Construction of approximately 700 LF of 1.25-inch HDPE and 600 LF of 4-inch PVC sewer force main from the new WTP to the end of the plant access drive. The force mains will be capped for future connection. 6. Add Alternative No. 1: Office and Administrative Spaces - Enlargement of the proposed preengineered metal building to approximately 7,700 square feet to accommodate additional interior office and administrative spaces and includes epoxy flooring finishes as well as additional site and driveway improvements and required work of subtrades. 7. Add Alternative No. 2: Equipment Storage Area - Enlargement of the proposed pre-engineered metal building to 9,900 square feet to accommodate additional Equipment Storage Area and Space for future Process Equipment inclusive of additional site and driveway improvements and required work of subtrades. Bids shall be on a lump sum basis, with additive alternate bid items as indicated in the Form for General Bid. The Work will be substantially completed within 660 calendar days from the date of the Notice to Proceed and completed and ready for final payment in accordance with paragraph 15.06 of the General Conditions within 840 calendar days from the date of the Notice to Proceed. All Bids for this project are subject to the provisions of Massachusetts General Laws Chapter 149, Section 44A - 44J inclusive as amended. In accordance with Section 44D of Chapter 149 of the General Laws of Massachusetts as amended, the prospective General Bidders and Filed Sub-Bidders must submit with their Bid, a certificate of eligibility issued by the Division of Capital Asset Management and Maintenance (DCAMM), showing that the Bidder has been approved to bid on projects of the size and nature as advertised herein. Prospective General Bidders and Filed Sub-Bidders must also submit an updated statement summarizing their record for the period between the latest DCAMM certificate and the date of the Bid submittal. The DCAMM certificate of eligibility to be submitted by the General Bidder shall be for the category of work defined as "Sewage and Water Treatment Plants". The DCAMM certificate of eligibility to be submitted by the Filed Sub-Bidders shall be for the category of work for which they are submitting a Bid. . A bid deposit of 5% shall be furnished in accordance with the Instructions to Bidders. The time period for holding Bids, where Federal approval is not required is 90 days, Saturdays, Sundays and legal holidays excluded, after opening of Bids and where Federal approval is required, the time period for holding Bids is 90 days, Saturdays, Sundays and holidays excluded after Federal approval. Disadvantaged Business Enterprise (DBE) goals are applicable to the total dollars paid to the construction contract. The goals for this project are a minimum of 4.2 percent D/MBE participation and 4.5 percent D/WBE participation by certified DBEs. The two low bidders shall submit completed DBE forms (EEO-DEP-190C EEO-DEP-191C, and the DBE Certification of the United States form) by the close of business on the third business day after bid opening. Failure to comply with the requirements of this paragraph may be deemed to render a proposal non-responsive. No waiver of any provision of this section will be granted unless approved by the Department of Environmental Protection (MassDEP). Minimum Wage Rates as determined by the Executive Office of Labor and Workforce Development under the provision of the Massachusetts General Laws, Chapter 149, Section 26 to 27D, as amended, apply to this project. It is the responsibility of the Contractor, before Bid opening, to request if necessary, any additional information on Minimum Wage Rates for those trades people who may be employed for the proposed Work under this Contract. Federal Minimum Wage Rates as determined by the United States Department of Labor under the Davis-Bacon Act also apply to this project. This project is funded by a loan from the Massachusetts Clean Water Trust (Trust)/State Revolving Fund loan program. Section 00800 contains the funding program construction contract requirements, all of which shall be applicable to this Contract. The project requires compliance with the Massachusetts Department of Environmental Protection Diesel Retrofit Program by use of after-engine emission controls that are EPA certified, or their equivalent, on all of the off-road (non-registered) diesel vehicles/equipment used at the job site. The project is subject to the American Iron and Steel (AIS) requirements of Section 436 of Public Law (P.L.) 113-76, Consolidated Appropriations Act, 2014, which require that all of the iron, steel, manufactured products, and construction materials used in the project are produced in the United States. Section 00800 contains further information on applicable iron and steel products and compliance. The project is subject to Build America, Buy America (BABA) requirements.
